Site work and paving for a mixed-use development in Exeter, Rhode Island. Completed plans call for site work for a religious / funeral development; for paving for a religious / funeral development; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

Rhode Island Office of Veterans Services is seeking a vendor for the demolition, associated site preparation, and construction of Rhode Island Veterans Memorial Cemetery Columbarium Plaza expansion cw-4 phase ii project. This project is to expand the existing columbarium plaza cw-4 phase ii. The work includes but is not limited to the construction of six columbarium walls, sidewalks, plazas, landscaping, irrigation, stormwater drainage systems, rerouting underground utilities for the electric lines, and water main relocation. This works also includes demolition of existing site structures including pavement, walkways, vegetation, trees, and stormwater features. Certified check - Vendors must submit an electronic copy of the certified check on the "Attachments" tab of this solicitation in Ocean State Procures(TM) and mail or hand-deliver the original certified check to the Division of Purchases by the opening date and time as specified in this solicitation in a sealed envelope marked with the "Solicitation Title and Number" to: RI Dept. of Administration Division of Purchases, 2nd floor One Capitol Hill Providence, RI 02908-5855 Certified checks misdirected to other State locations or those not presented to the Division of Purchases by the scheduled due date and time shall be determined to be late, shall not be accepted and proposal response in Ocean State Procures(TM) shall be deemed non-responsive. Note - Proposal responses must be submitted online in Ocean State Procures(TM). Definition - Vendors responding to this solicitation must furnish, with their bid proposals, either a bid bond from a surety licensed to conduct business in the State of Rhode Island or a certified check payable to the State of Rhode Island in the amount of five (5%) percent of the vendor's cost proposal. (Vendors for Rhode Island Department of Transportation highway and bridge projects must furnish, with their bid proposals, a bid bond from a surety licensed to conduct business in the State of Rhode Island. Certified checks are not permitted for these projects.) An attorney-in-fact who executes a bond on behalf of the surety must provide a certified current copy of the power of attorney. A successful vendor who fails to submit the additional documentation required by the tentative letter of selection and/or fails to commence and pursue the work in accordance with the contract awarded pursuant to this solicitation may forfeit, at the discretion of the State Purchasing Agent, the full amount of the bid surety as liquidated damages. The State will retain the bid surety of all vendors until the earliest of: (i) the issuance of the Purchase Order; (ii) the 61st day following the proposal submission deadline; or (iii) the rejection of all proposals. The successful bidder must furnish 100% payment and performance bonds from a surety licensed to conduct business in the State of Rhode Island prior to issuance of a purchase order. The initial contract period will begin approximately Fall 2024 for two (2) years. Contracts may be renewed for up to one additional 12-month periods based on vendor performance and the availability of funds. Start of construction: Fall 2024 Construction Milestone I (CM-I): Substantial completion CM-I: October 15, 2025 Final completion: December 15, 2025 Construction Milestone II (CM-II) : Substantial completion CM-II: July 3, 2026 Final completion: September 2, 2026 The State, at its sole discretion, reserves the right to make one or multiple awards for this solicitation and/or to reject any or all bids. Awards extending beyond June 30th are subject to availability of funds. Continuation of the contract beyond the initial fiscal year will be at the discretion of the State. Notice to Bidders: Please be advised that the bid results relative to the within solicitation are preliminary. All bid submissions shall be evaluated by the Division of Purchases and the Agency to determine whether they are responsive to the solicitation and whether the vendor is responsible in accordance with the "State Purchases Act", R. I. Gen. Laws 37-2-1, et seq. and the Procurement Regulations. No costs other than for parts and labor required to perform the work described in the solicitation, shall be authorized. Thus, out of pocket expenses such as travel costs, meals, mileage, portal-to-portal charges, etc. shall not be allowed. Vendors are responsible for inspection of equipment and/or location, taking measurements* as necessary, and making themselves aware of the total requirement before submitting a bid. *Measurements provided with any bid are for reference purposes only and are not guaranteed to be completely accurate. A. Vendor (owner of company) is responsible to comply with all licensing and/or State permits required for the type of service described in this solicitation. A copy of vendor's license/permit should be submitted with the bid proposal. By submission of a bid proposal in response to this solicitation, vendors certify that any/all work which requires a Rhode Island license(s), shall be performed by individuals holding a valid Rhode Island license. For project that include Telecommunications: B. Telecommunications Licensure- Vendors must provide evidence of licensure as a telecommunications system contractor as required by R. I. Gen.Laws 5-70-1, et seq. The bidder must submit a Base Bid Price to perform all of the work specified in the solicitation, including the cost of the bonds and any allowances and addenda. The successful vendor shall be liable and pay the state, as liquidated damages and not as a penalty, the amount listed in the solicitation for each calendar day of the delay beyond the date for substantial completion. Liquidated damages shall be determined at the sole discretion of the State. All vendors who bid on non-Department of Transportation (DOT) public works projects with a value of $1,000,000 or higher must be prequalified by the Division of Purchases prior to bid submission. Prequalification is general and not associated with any particular solicitation.
