Each bid shall be made upon the form provided in the specifications, prepared by the Engineer and shall be accompanied by a bid bond, certified check or cashier's check in the amount of ten percent (10%) of the proposed contract amount. Bids may not be withdrawn for 60 days after they are opened and announced except as may be otherwise provided by law. Upon written notice from the County that it intends to accept the Bidder's proposal, the successful Bidder will be required to furnish to the County, in accordance with the Instructions to Bidders all insurance certificates, a Performance Bond and a Payment Bond, each Bond in the amount of one hundred percent (100 %) of the Bid and in the form incorporated in the Bid Documents. The Pennsylvania Prevailing Wage Act shall apply to this project. The County reserves the right, at its option, to reject any or all bids or waive any informalities, defects, errors or omissions, irregularities in any or all bids if it is in the best interest of the County to do so and to award only to those whose proposal is deemed by the County to be most advantageous to the interest of the County. All contractors must be licensed to work in the Commonwealth of Pennsylvania. Any Bid that the County concludes fails to meet all the requirements of the Contract Documents will be considered non-responsive and will be rejected.
