Reference Number 0000353141 The City of Aurora (COA) has issued this Request for Proposals (RFP) to solicit proposals (Proposals) from firms/contractors (Proposers) interested in contracting to serve as the Construction Manager/General Contractor (CMGC) for the Binney Water Purification Facility (WPF) Standby Power System Improvements (Project). The purpose of this RFP is to determine which Proposer (the Successful Proposer) will be awarded the CMGC contract (Contract) for the Project. Question Deadline 06/04/2024 at 2:00 PM MT Questions regarding this Request for Proposals shall be addressed to Nathan Jones, Contract Administrator, via email at njones@auroragov.org AND Amie Drucker, Project Manager via email at adrucker@auroragov.org. All questions will be answered via addendum posted to online. August 2024 Award of Contract Completed This process will continue until a satisfactory contract is negotiated, or the City exercises its right to reject all proposals. The City shall solely decide when negotiations with any Proposer shall be concluded. Pre-Construction Services Scope of Work: Generally, it will be the responsibility of the CONTRACTOR to participate in the design process by providing peer and constructability reviews, developing schedules, preparing detailed project construction cost estimates, studying labor and materials conditions, and, in any other way deemed necessary by OWNER or the DESIGNER, to contribute to the development of the Project. CONTRACTOR shall consult with OWNER and the DESIGNER during design of the Project. Such consultation shall include but is not limited to constructability reviews, value engineering, scheduling, estimating construction costs, and development of a Guaranteed Maximum Price, by work package where applicable. These services are more specifically described below: Constructability and value engineering analyses of the individual work tasks; Identify all tasks which are expected to require City building department review and permitting, and timing of such tasks; Categorize each work task as to which entities will be performing the construction work (i.e. Contractor self-perform, performance by subcontractor(s), performance by equipment or material provider(s), or a combination of these entities); Prepare a plan for including SBEs in the competitive bidding process; As applicable and with the other project team members, identify and finalize 3 mutually acceptable subcontractors to competitively bid significant tasks not being self-performed by Contractor all Scopes of Work; Review and evaluate scheduling and approaches for optimizing competitive procurement of major items of equipment and materials; Scheduling and construction phasing evaluations by work task; Work packaging development based on information from the previous tasks, including the package for accelerated critical repair items; Scheduling and construction phasing plan by Work Package; Preparation and refinement of cost estimates for each work task and Work Package; and Other tasks as necessary related to planning, organizing, and initiating this CM/GC construction project.
