The city is requesting engineering proposals from professional engineering firms licensed in Iowa. The successful engineering firm will develop the preliminary engineering report, intended use plan application, archeological and environmental assessment, and the self-assessment Iowa Water System Viability documents in support of obtaining the necessary construction funding from the Iowa Finance Authority through the Iowa State Revolving Fund (Iowa SRF), or other funding sources, for the advancement of a new municipal public drinking water supply deep well, Well No.11, including its well house, well pump design, raw water piping, valving and connection, as necessary to other raw water lines, and/or at an appropriate connection point into the Eagle Point Water Treatment Plant where it will be treated and distributed. The new well is anticipated to produce approximately 3.5MGD and be placed into service to reduce the usage of other wells with detected PFAS levels. The consultant shall assist the city with siting a suitable location for the new Well No. 11, its well house, and its appurtenances and assist the city with obtaining necessary information and provide to the City attorney's office for the purchase of land for the well and well house and as necessary, any easements. A preliminary tabletop analysis has been completed and will be made available. The consultant shall work with the Water Department's Industrial Electrical Technician on the best method and line of communication for remote monitoring and control from the well house to the water treatment plant via its SCADA system. The determined SCADA communications shall be included as part of the design and bid as part of the project. The consultant shall prepare preliminary and final design plans and specifications for bid and award of the Well No.11 Project meeting the requirements of Iowa SRF and the Iowa Finance Authority or the requirements of other funding sources and shall be included as part of the project. The consultant may be asked to conduct inspection and construction engineering services. This RFP is requesting the inclusion of those services; however, it is important to note that the successful design firm may not be selected to perform inspection and/or construction engineering services. Upon award of the contract and within five (5) business days, the successful Consultant shall schedule with Water Department Staff, as identified by the Water Department Manager, a Kick-off meeting to review all aspects of the Scope of Services associated with the Source Water PFAS Reduction Project: Well No.11.
