Project scope, in general, consists of curb & gutter, paving, and street lights from SR 389 to Plum Avenue (1 block); and sidewalk and striping from SR 389 to Warren Avenue (6 blocks). The construction schedule must be coordinated with that of Town and utility crews who will perform removal of existing surfaces, rough subgrade preparation, and possible utility work. The Town will also furnish the base course material in a stockpile at their yard located approximately 2 miles west of the project site. The Town intends to enter into a unit price Contract with the lowest responsive and responsible Bidder whose proposal is satisfactory. The low Bidder shall be determined based on the final scope of the project and the identical unit prices submitted in the bid. Bond Notes: Bids shall be accompanied by a certified check, cashiers check, or surety bond for 10% (ten percent) of the total amount of the bid. Performance and payment bonds for not less than 100% (one hundred percent) of the agreed upon full Contract amount will be required of the successful Bidder. Owner Rights: The Town reserves the right to delete any bid item or to adjust the quantities of bid items in order to achieve a Contract price that falls within the Towns budget for the project. The Town reserves the right to reject all bids and to waive formalities or minor defects. The completion time for the project shall be 120 calendar days from the date of the Notice to Proceed. Bidders must submit evidence that they are fully prepared and have the necessary licenses, experience, capital and equipment to complete the Contract. This is a HUD federally funded project. The requirements of the Federal Davis-Bacon Act must be met, along with all other applicable federal, state and local laws and regulations. Bid Notes : Any bid received after of said date will be returned unopened. All bids shall be plainly marked as specified in Paragraph 102.9 of MAG Unified Standard Specifications on the outside of the sealed envelope. All bids must be made on a copy of the required proposal form. The construction cost is expected to be between $400,000 and $500,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
