The Pennsylvania Department of Transportation is currently in the preliminary engineering phase of the proposed bridge project along S.R. 3006 over the Mill Race adjacent to Spring Creek, located in Bellefonte Borough, Centre County, Pennsylvania. The purpose of the project is to address the poor condition of the existing S.R. 3006 structure by replacing the structure at the existing location to maintain continuity along the S.R. 3006 corridor for the traveling public. S.R. 3006 is used by many travelers within the Borough of Bellefonte. S.R. 3006 connects the northern side of Bellefonte to the downtown area. Surrounding the S.R. 3006 Section A04 project is the 3.5 acre, Talleyrand Park. Public Parks are public recreational facilities provided protection under Section 4(f) of the U. S. Department of Transportation Act of 1966. Construction of the S.R. 3006 bridge over the Mill Race will require the acquisition of approximately 0.013 acres of permanent right-of-way and approximately 0.048 acres of temporary construction easement from Talleyrand Park. All temporary encroachments will be removed, and the area restored, to the existing condition or better, upon completion of construction. The Federal Highway Administration has determined that the project impacts will not adversely affect the activities, features or attributes of Talleyrand Park and will therefore constitute a Section 4(f) De minimis Use.
