Site work and paving for a mixed-use development in Wright City, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Contract work shall include earthwork, grading, hauling, base rock, pc concrete pavement & curbs, striping, storm culvert, electrical service, lighting, seeding, sod, and miscellaneous improvements. The bid shall be made on a form of proposal, provided in the specifications and delivered in a sealed envelope clearly marked on the outside WRIGHT CITY PARK (PHASE 1A) to City Hall on or before the time specified above. No facsimiles will be accepted. The bids shall be accompanied by a bid bond, certified check or cashier's check of a bank or trust company in Warren County, St. Charles County, City of Wright City, St. Louis County, or in the City of St. Louis for an amount not less than five (5%) percent of the bid amount. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter into a contract or to furnish bond after their bid has been accepted. The City reserves the right to require the successful bidder to file proof of his ability to properly finance and execute the project together with his record of successful completion of similar projects. The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids. The City reserves the right to defer the acceptance of any bids and the execution of a contract for a period not exceeding ninety (90) days after the date of opening of the bids. The successful bidder to whom the contract has been awarded shall sign the contract and performance bond and other required certificates in triplicate and return the signed documents within seven (7) days after the date of their receipt. The successful bidder shall furnish a performance bond and payment bond for one hundred (100%) percent of the contract amount and shall file certificates with the City that he has obtained and will continue to carry workmen's compensation insurance, public and private liability, and property damage insurance, and builder's risk insurance in an adequate amount for the duration of the contract. They shall also file a surety bond for the guarantee of the work for a period of one (1) year after the date of acceptance of the work. IMPORTANT - Surety companies executing BONDS must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in Missouri. The City intends to award a contract on the basis of cost and the lowest responsible and responsive bidder that meets the interests and requirements of the City. The City reserves the right in the City's sole discretion to reject any bids for a sound, documented reason, to waive technicalities or deficiencies in any or all bids. The award must be given to the lowest qualified bidder. Unsuccessful bidders shall be notified. The City may make such investigations as they deem necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the City all such information and data for this purpose as the City may request. The City reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. Conditional bids will not be accepted. No contract will be awarded by the City to any person, firm or corporation: (i) who has been delinquent or unfaithful in any former contract for construction with the City; (ii) who has defaulted as surety or otherwise upon any contractual monetary obligation to the City; (iii) who appears on the Missouri Secretary of State's list of violators of the Prevailing Wage Law; (iv) who is not authorized to do business in the State of Missouri; (v) who is otherwise ineligible to be awarded a contract for the Project under applicable federal, state, or local law. Section 208.009 RSMo., requires that all applicants at the time of application for any contract provided by a local government provide "affirmative proof that the applicant is a citizen or a permanent resident of the United States or is lawfully present in the United States." All bidders must provide affirmative proof established through (i) a Missouri driver's license, (ii) any "documentary evidence recognized by the department of revenue when processing an application for a driver's license," or (iii) "any document issued by the federal government that confirms an alien's lawful presence in the United States. &208.009.3 RSMo. The successful bidder shall comply with Section 285.530 RSMo., pertaining to enrollment and participation in a federal work authorization program (as defined therein) and shall provide verification through an affidavit that the bidder (1) does not knowingly employ any person who is an unauthorized alien in connection with the Contract and (2) is enrolled in a federal work authorization program and provide documentary proof thereof. The affidavit shall contain the notarized signature of the registered agent, legal representative or corporate officer of the business entity including but not limited to the human resources director or their equivalent. The successful bidder shall comply with applicable State law provisions concerning the payment of prevailing wages on public works projects (the "Prevailing Wage Law," &&290.210 to 290.340 RSMo.).
