Owensboro Municipal Utilities (OMU) provides electric and water services to approximately 27,000 customers within and around the City of Owensboro, Kentucky. OMU is seeking for a complete SCADA system with two (2) separate costs: (1) a full implementation cost; and (2) a 10-yr maintenance and support estimate. OMU currently has twelve (12) substations with sixty (60) circuits total and thirty (30) RTUs total. The OMU SCADA system consists of two (2) Master Stations at different locations with full redundancy. OMU has a fiber network connecting all RTUs with IPv4 addressing. OMU currently utilizes DNP 3.0 Schweitzer RTUs of various models. Each RTU has some combination of telemetry, status, and control points. The system total in points is in the range of 4000 Telemetry points, 3500 Status points, and 500 control points. The retention of telemetry points is approximately 1000 points with hourly readings.
