Master Developer for the Walter Rand Transportation District Redevelopment Project (City of Camden NJ) Overall Development Plan As part of the continued reinvigoration of the City, the CCIA, the City and the County, in partnership with CCP, the Joint Board, local businesses, health care providers (including Cooper University Health Care), educational institutions (including Rowan University, Rutgers University-Camden and Camden County College), community organizations and other stakeholders have developed (and continue to develop) a downtown masterplan and visioning process, which includes redevelopment in and around the WRTC as a key driver for the future development of downtown Camden. Specifically, local stakeholders seek to establish a reimagined transportation hub (including the redesigned WRTC as an anchor) as a destination for the City's downtown to support the City's ongoing economic growth and revitalization. For such purpose, the City has previously adopted a comprehensive redevelopment plan for its downtown core (including the WRTC and surrounding parcels) to encourage and facilitate the development of, among other things: Railroad and transportation stations, services and operations Hospitals, medical clinics, outpatient care and health care facilities Medical and professional offices Retail stores Shopping centers Financial Institutions Theaters, museums, art galleries, concert halls Visitor centers Restaurants, including fast food and take out High density residential Hotels Educational Institutions (university, parochial, private, secondary and elementary) Technology facilities Governmental buildings Parks Personal service shops Parking garages Notice is hereby given that the Camden County Improvement Authority (CCIA) is requesting proposals for RFP #2024-13 for Master Developer for the Walter Rand Transportation District Redevelopment Project (City of Camden, New Jersey). It is recommended that each proposal be hand delivered to the Camden County Improvement Authority. The Camden County Improvement Authority assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received at the Camden County Improvement Authority later than the above-referenced scheduled opening. The Camden County Improvement Authority reserves the right to accept or reject any or all proposals submitted should it be in the best interest of the Camden County Improvement Authority, and the Board of the Camden County Improvement Authority and further reserves the right to waive any defect or informality in any proposal. Respondents are required to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31 and N.J.S.A. 34:11-56.48 to 57 where applicable. Respondents are required to comply with the requirements of P.L. 1999, c.238, where applicable. This Request for Proposals does not constitute a bid and is intended solely to obtain competitive proposals from which the Camden County Improvement Authority may choose contractor(s) that best meet(s) the Camden County Improvement Authority's needs. It is the Camden County Improvement Authority's intent that no statutory, regulatory, or common law bidding requirement apply to this Request for Proposals. The Camden County Improvement Authority intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:12A-8.
