Contractor shall furnish materials, labor, and equipment for the work described below. Additional scope, requirements, or exclusions are included in the specifications and drawings. Measurement and payment shall be as defined below. 1. Mobilization and Demobilization a. Method of Measurement: Contractor will be paid a unit lump sum (LS) price for project mobilization/demobilization. b. Basis of Payment: The lump sum price shall be payment in full for the costs of all supervision, labor, materials, equipment, overhead and profit, and performing all operations as are necessary for mobilization and demobilization, all complete as specified. This item shall include the Contractor's premium for any special insurance obtained for this project; furnishing, installing, and maintaining Contractor's facilities; providing site security; providing all temporary and permanent warning signs and all Owner safety requirements. Safety and Pedestrian Traffic Management, implementation, and maintenance of appropriate health and safety plan; providing all lighting, electrical, power generation, water, dust suppression systems, and other services required or needed by the Contractor to perform the work; equipment mobilization and demobilization; during and upon completion of the work; preparing and transmitting the required submittals; obtaining all permits required of the Contractor; identifying and locating utilities as necessary for the work; and all incidentals and other items not specifically paid for but included in the total scope of the work. Project mobilization/demobilization shall include all work and other items not specifically paid for but included in the total scope of the Work. PROJECT LOCATION: U.S. Fish & Wildlife Service, Green Bay National Wildlife Refuge, managed by the Horicon National Wildlife Refuge & Leopold Wetland Management District Complex in Mayville, Wisconsin ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $500,000.00 and $1,000,000.00. SOCIOECONOMIC PROGRAMS: Potential Offerors are advised that this procurement is a Total Small Business Set-aside without further socio-economic set aside in accordance with FAR 19.203(c). The North American Industry Classification Code (NAICS) is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $45 million. It is the Contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Proposal. PROJECT CONSISTS OF: The USFWS, Green Bay National Wildlife Refuge, managed by the Horicon National Wildlife Refuge & Leopold Wetland Management District Complex in Mayville, Wisconsin, seeks to repair the existing historic boathouse foundation piers located on Plum Island in Door County, Wisconsin. The boathouse (and it's foundations) are contributing structures to the Plum Island Life-Saving and Light Station Historic District listed in the National Register of Historic Places (NRHP). All proposed construction work for NRHP listed properties located on Plum Island must meet the Secretary of the Interior's Standards for the Treatment of Historic Properties. The work includes, but is not limited to, supplying and installing any new hardware, equipment, materials, or products denoted in the specifications and drawings as well as performing all the required demolition, disposal, testing, documentation, and inspections as denoted in the specifications and drawings. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visit details are found in the Clauses. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
