The City of Mansfield ("City") is seeking a partner to revitalize and reopen the Mansfield Sports Park, formerly Big League Dreams Mansfield (Sports Park) located in Mansfield, Texas. The City has engaged REV Entertainment, LLC ("REV") to serve as a consultant and assisting the City on managing the Request For Proposal (RFP) process, selecting the operator, as well as oversee the chosen operator of the facility. Chosen operator will report to REV, who will manage the site on behalf of the City. Phase 1 of the project will involve renovating the Sports Park to standards of a high quality, multipurpose recreational sports park. Phase 2 will be operations of the Sports Park, the Sports park will partner with premier tournament organizers to host state-of-the-art events throughout the year, bringing new life to the facility and reimaging the venue's potential. The City requires business plan development services ("Services") for this project. The project involves the rehabilitation and revitalizing of the Sports Park that currently consists of eight youth baseball/adult diamond fields, an indoor synthetic turf building for a variety of multi-purpose field sports and recreational activities, two support buildings to accommodate guests, two sport club restaurants, outdoor batting cages, administrative offices, and a facility maintenance/support building for maintenance equipment. The Services required for the project include advising on the rehabilitation of the Sports park, and development of a business plan for the Sports Park. It is anticipated that the contract term for any contract(s) awarded from this RFP process will be a minimum of five (5) years with renewal options, subject to change based on the selected Proposer. Based on the assessment, the Sports Park is in need of improvements ranging between $7,500,000 to $12,000,000, depending on the renovation options selected by the key stakeholders. *The value for this project is based on a financial range.
