Site work for a communication facility in Anchorage, Alaska. Completed plans call for site work for a communication facility.
The primary goal of this solicitation is to provide for the installation of a new fiber optic cable from ARRC's Communications Shelter, South to CP 2812 and from the Communications Shelter North, connects to the Section House then continues to CP 2824. This project installs Fiber Optics Cable in the Hurricane Siding area (~MP 281.4), from ARRC's Communications Shelter, South to CP 2812(~MP 281.2) and from the Communications Shelter North, connects to the Section House then continues to CP 2824 (~MP 282.4). This area is currently served by an existing twisted pair copper cable and/or Radio equipment. Current communications facilities are unreliable and do not provide adequate communications and data carrying capacity to meet projected demand. There is a growing need for improved bandwidth and IP connectivity at these locations which will increase reliability of passenger and freight train related services as well as improve our security and monitoring capability. This solution completely resolves ARRC's connectivity and data throughput concerns at these locations as well as provide ample capacity for continued growth. Bids received by facsimile transmission will not be considered for award. Bids shall be submitted on the forms furnished herein. Hand-delivered bids, amendments, or withdrawals must be received by ARRC's Contracts Section prior to the scheduled time of bid opening. An Alaska Business license is not a prerequisite to bid. Bidders who possess an Alaska Business license and also meet the other criteria of an Alaska Bidder shall receive a preference per the "Alaska bidder preference ARRC reserves the right to reject any and all bids, or any part thereof, negotiate changes in bids, accept any bids or any part thereof, waive minor informalities or defects in any bids, and not to award the proposed contract if it is in the best interest of the ARRC. Fiber Optic Installation Work: Supply and install all materials including ARRC and contractor supplied materials needed to complete the project. Bids should be for an all-inclusive effort to complete the installation of the fiber optic cable, duct, vaults, NEMA boxes, and ancillary components in its entirety. Adhere to all the design criteria laid out in design documents prepared by Williams Communications Inc. titled "Hurricane Fiber Build" and dated 03.19.2024 Boring under any paved surface is required. If for any reason a paved surface needs to be disturbed, the work must be agreed to in writing with ARRC prior to the work being performed. Any asphalt repairs must return the disturbed area to like new conditions Install Carsonite Route Markers at 500' intervals along the fiber optic cable route and vault location warning signs at each vault location 100' of slack shall be coiled in each vault Installation contractor should account for minor changes in fiber optic cable routing due to unforeseen obstructions Installer should never exceed the bend radius of the fiber optic cable being installed ARRC may award a contract resulting from this solicitation to the responsive offeror whose offer conforming to this solicitation will be the most advantageous to the ARRC. ARRC may reject any or all offers if such action is in the best interest of ARRC, and waive informalities and minor irregularities in offers received. Any resulting contract from this solicitation shall incorporate the Standard Instructions, and General Terms and Conditions for Construction incorporated in this solicitation.
