This is a service / maintenance or supply contract in Port Saint Lucie, Florida. Contact the soliciting agency for additional information.

The City desires to obtain proposals from qualified individuals, firms, and legal entities to enter into a fixed price Contract relative to supplying Water & Wastewater Repairs for Emergency & Non-Emergency Work on an as-needed or on-call basis. The Contract period shall be for an initial three (3) year period with an option to renew for one additional two (2) year period contingent upon satisfactory service and mutual agreement of the parties. Economic price adjustments may be allowed if the appropriate documentation is provided to substantiate the price adjustment. Scope of Work Work shall include all labor and materials required to repair water and/or wastewater systems at the designated areas. All work is to be performed in accordance with the Florida Department of Transportation (F.D.O.T.) Standard Specifications for Road and Bridge Construction, latest edition, unless otherwise stated in these specifications. All work shall conform and follow the Port St. Lucie Utility Department (PSLUSD) Standards Manual and Standard Details, latest editions. All products used shall be taken from the PSLUSD Qualified Products List (QPL) where applicable. Task Orders The Work (Project) consists of furnishing all labor, supervision, material, equipment, machinery, tools, transportation, sub-contractors and other incidentals for potable and wastewater systems, including reclaimed water, system improvements at various locations and as specified in PSLUSD's Task Orders issued throughout the life of the Contract. This work shall also include above ground piping at plants. The work may include afterhours work and emergency type work as defined in the Contract documents. It is the intent of PSLUSD to obtain complete and working installations under this Contract and any labor, material, equipment, and sub-contractors that may reasonably be assumed as necessary to accomplish this shall be supplied whether or not they are specifically stated herein. All work shall conform and follow the PSLUSD Utility Standards Manual and Standard Details, latest editions. All products used shall be taken from the PSLUSD Qualified Products List (QPL) where applicable. A PSLUSD Task Order shall consist of written documentation of the work necessary, per plans, specification and/or as directed by PSLUSD staff. City anticipates multiple Task Orders throughout the life of the Contract and each task order will have its own scope of work associated with it. The Contractor shall provide a quote for the Non-Emergency Work requested, based on the unit prices provided by this contract, prior to commencement of work. The PSLUSD Task Order shall also identify the Engineer of Record and appropriate Project Manager for the City. All additional costs, which the City of Port St. Lucie may incur as a result of the Contractor's failure to respond, shall be the responsibility and obligation of the Contractor under the Contract. Primary/Secondary Terms The Primary and Secondary Contractors shall supply all of the labor, supervision, equipment, machinery, tools, materials, transportation, and other incidentals required for water and wastewater repairs within the PSLUSD service area on an as-needed or on-call basis. The Secondary Contractor will be used only in the event the Primary Contractor is unable to provide required services within the required response time after receipt of verbal or written request, or if City deems necessary for best interest of the City. Emergency Response Time The required response time for an emergency repair is to be at the project site within two (2) hours from initial contact by the City for the initial review of the situation. The Contractor shall within six (6) hours from initial contact have the appropriate equipment, operator, and necessary crew on the job site. Failure of the Contractor to respond and mobilize with the necessary equipment and personnel within twenty-four (24) hours of the initial contact will constitute a breach of contract by the Contractor. The proposal for the required work will be due by noon the day following initial contact. Due to the nature of emergencies, initial contact may occur via phone and/or email. Non-Emergency Response Time The required response time for a non-emergency repair is three (3) work days for the Contractor's staff or representative to meet City staff at the project site for the initial review of the situation. For all non-emergency events, the Notice to Proceed shall be the Purchase Order. Performance During Emergency By submitting a bid, the Contractor agrees and promises that, during and after a public emergency, disaster, hurricane, flood, or Acts of God, the PSLUSD shall be given "first Priority" for all goods and services under the Contract. Contractor agrees to provide all goods and services to PSLUSD throughout the emergency/disaster at the terms conditions, and prices as provided in this solicitation, and with a priority above, and preference over, sales to the private sector. Material Requirements All materials shall conform to F.D.O.T. specifications and all products used shall be taken from the PSLUSD Qualified Products List (QPL) where applicable. Materials shall be charged at a flat rate percentage increase over the proposed/invoiced amount. PSLUSD reserves the right to supply the required materials directly. Maintenance of Traffic (MOT) Maintenance of Traffic (MOT) shall be in accordance with Section 102 of the F.D.O.T. Standard Specifications for Road and Bridge Construction, latest edition. MOT shall be approved by the Engineering Department. All costs for MOT shall be included in the submitted prices. 5% of the bid total The City of Port St. Lucie reserves the right to reject any and all proposals, to waive any and all informalities or irregularities, to negotiate with any qualified Proposers, and to accept or reject all or any part of any proposal as it may deem to be in the best interest of the citizens of the City.
