Reference Number 0000354104 The City of Steamboat Springs is soliciting proposals from qualified vendors to perform trenchless storm sewer pipeline and storm sewer culvert rehabilitation. The City of Steamboat Springs is soliciting proposals from qualified contractors to provide all materials, equipment, and workmanship necessary to repair or remediate selected storm sewer pipelines and storm sewer culverts as identified in this RFP. An overlay identifying the culverts selected for this project has been included in this RFP. The highest priority item is the culvert on the west corner of the Central Park Dr. & Pine Grove Rd. intersection, identified as #1. The City has a fixed budget for the project, and therefore will select the culverts to be rehabilitated based upon the Contractor's cost proposal relative to the budget available to do the work. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % The City of Steamboat Springs reserves the right to reject any or all bids and proposals, to waive informalities or irregularities, in the proposals received, and to reject non-conforming, non-responsive, conditional or qualified proposals, and to accept the bid/proposal, in whole or in part, which, in the City's judgment, best serves the interest of the City of Steamboat Springs and its citizens. Detailed The Contractor shall perform all work necessary to install the cured-in-place liner (or equivalent technology), including but not limited to pre-cleaning, de-rooting, bypass pumping, revegetation, and work zone traffic control. The City desires a turnkey-style proposal. Please see the attached Special Provisions and the attached drawing, titled "2024 Trenchless Pipeline Rehabilitation Project" for further details. o Deliverables o A video in DVD format or delivered on a flash drive taken after pipeline cleaning and prior to pipeline lining. o A video in DVD format or on a flash drive, and an accompanying log, taken after pipeline rehabilitation is complete. The log shall identify the location of all taps and any sags greater than 1/2 " in depth. o General Specifications o Excavations will not be allowed. o Any disturbance to vegetated areas must be revegetated upon completion of construction. o The Contractor shall perform all necessary cleaning and de-rooting prior to installation of the liner or alternative product. o All through-manhole linings shall have the liner trimmed and beveled to the top of the trough to allow for access to pipelines from the manholes and to prevent debris from being collected between the liner and the concrete manhole trough. o Pipes with void space identified around the pipe exterior shall have void filled with flow fill and grouted where necessary to allow for proper rehabilitation of the pipe. o All pipe entrances and exits into manholes shall be fully adhered to the existing/host pipe and liner must be cut to be flush with the manhole. o All pipe entrances shall be beveled. o All service lines must remain active throughout the duration of the work, including bypass pumping if necessary. o If using a cured in place liner the contractor shall use a non-VOC resin. Cured in place liners must be submitted for approval by the project engineer. o Any work done on private property must be acknowledged and restored to previous construction conditions. This includes revegetation, landscape features, etc. o All work zone traffic control must be performed in accordance with the latest edition of the Manual on Uniform Traffic Control Devices. The Contractor must submit traffic control plans to the City a minimum of two weeks prior to the start of work. The City will not allow work to begin until traffic control plans have been approved.
