Reference Number 0000363024 The City of Steamboat Springs is soliciting Requests for Proposals (RFP) for construction services from qualified contractors for river and streambank improvements along the Yampa River. The project encompasses a section of the Yampa River and the adjacent Yampa River Core Trail. The scope and impacted area are identified in the attached supporting documents including in this RFP. This section of river and trail provides water. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % The Yampa River Core Trail is a 7.5-mile multi-use trail that stretches across the City of Steamboat Springs. The Core Trail provides vital pedestrian connections, while also providing desired recreational and nature immersion opportunities for its users. In recent years, the trail segment near the Yampa River Botanic Park has experienced fluvial driven erosion that has undermined the trail's shoulder. The trail shoulder also serves as a soft-surface trail which is popular with runners and dog walkers. The Yampa River corridor also functions as a rich wildlife corridor with both aquatic and terrestrial habitats. The trail protection and access enhancement project aims to preserve this resource to the fullest extent possible and improve it when possible. The project also considers the goals and objectives for stream health as outlined in the Yampa River Health Assessment and Streamflow Management Plan. Among the many components of stream health identified in the plan, perhaps the most important for this project to consider are ways to mitigate warming water temperatures in the Yampa River that degrade stream health. Protection of human safety and property are also important considerations for this project. The City of Steamboat Springs is a participant in the National Flood Insurance Program and this reach of the Yampa River is in the detailed study zone. As such, the project must comply with City floodplain regulations. Increases in flood risk or base flood elevation because of this project are not acceptable. As such, the project meets a no-rise condition. Construction Activity The proposed design aims to protect the Core Trail from further erosion, reestablish the soft surface trail, improve river health, enhance riparian vegetation, and protect riparian habitat. The design includes a riparian rockery area which will biostabilize the riverbank adjacent to the Yampa River Core Trail. In this area, large boulders of varying sizes will be embedded into the bank, and grading will be performed such that the maximum slope of the riverbank is 3:1 (Horizontal: Vertical). This will require the toe of the riverbank to be moved farther from the trail and into the river. Riparian vegetation will be introduced into the rockery area to provide long-term biostabilization. Stabilizing this riverbank will reduce erosion and protect the Core Trail and its users. Increasing riparian vegetation will also increase shading, which will help to mitigate the warming water temperatures of the Yampa River. Channel improvements will be made in addition to the riparian rockery to protect the river's flood conveyance capacity. The river thalweg will be deepened to compensate for lost conveyance capacity associated with the decrease in river width. In addition to protecting flood conveyance capacity, this solution also reduces the width to depth ratio of the river which will also help protect against warming temperatures. The City of Steamboat Springs reserves the right to reject any or all bids and proposals, to waive informalities or irregularities, in the proposals received, and to reject non-conforming, nonresponsive, conditional or qualified proposals, and to accept the bid/proposal, in whole or in part, which, in the City's judgment, best serves the interest of the City of Steamboat Springs and its citizens.
