IDNR Project No 2406386 Bids are invited upon the several items and quantities of work as follows: Contract 1. Mechanical Systems Contract 2. Plumbing Contract 3. Wiring / Electrical Contract 4. Equipment / Material Contract 5. Masonry Contract 6. Material / Labor A certified check or bank draft, payable to the order of City of Litchfield, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (Rebuild Illinois) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The City of Litchfield reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Litchfield for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Instructions to Bidders: For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The project funding will be from the Rebuild Illinois Regional Economic Development (RIRED) program. Attention is called to the fact that the firm must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The City of Litchfield reserves the right to reject any or all proposals or to waive any informalities in the procurement process. Bidder must comply with the following: Business Enterprise Program Act for Minorities, Females, and Persons with disabilities (BEP) (30 ILCS 575/0.01 et seq.) requirements outlined in the bid form. If these requirements cannot be met, the contractor must document "Good Faith Efforts". The bidder is required to fill out the Utilization Plan as a part of the bid packet. The bidder is required to advertise for a minimum of 14 days in a local newspaper of general circulation. The Contractor shall include with their bid a copy of the certificate of publication showing the notice ran in the newspaper.
