If forwarded by mail, the sealed envelope containing the proposal must be enclosed in another envelope and mailed to the Farmdale Water District, 100 Highwood Drive, KY 40601 allowing sufficient time for such mailing to reach this address prior to the scheduled closing time for the receipt of proposals. Bids shall be accompanied by a certified check or bid bond payable to the Farmdale Water District in an amount not less than five percent (5%) of the base bid. No bidder may withdraw his bid for a period of ninety (90) days after the date bids are opened. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division AAgriculture, Rural Development, Food and Drug Administration, and Related Agencies, Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies to American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron and steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver (all project specific waivers as applicable) apply to this contract.
