No bidder may withdraw their bid during that period. After review of all factors, terms and conditions, including price, Downes Construction Company, LLC and the Regional School District #18 reserves the right to reject any or all Bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the project. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and the Regional School District #18 requirements. As security, each bid must be accompanied by a Certified Check or Cashier's Check drawn upon either a State Bank and Trust Company or a National Banking Association, or the Bid must be accompanied by a Bid Bond having as surety thereto, such Surety Company or Companies as are authorized to do business in the State of Connecticut, of an amount not less than 10% of the Bid. Obligee is Downes Construction Company, LLC., unless otherwise noted in Bid Package. The successful bidder shall furnish Performance, Labor and Material Payment Bonds, each for 100% of the Contract Sum. However, the Construction Manager and the Regional School District #18 reserves the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects in the bids.
