Removal and Installation of Water Drainage Pipe from McCotter Boulevard to McCotter Canal within the facility of Free Up Storage at 400 McCotter Blvd. in Havelock, NC. 28532. The City of Havelock will supply the 36" diameter Water Drainage Pipe which is to be installed, the contractor shall be responsible for piping transport, installation and additional installation materials. The bids are good for 75 days after opening. The winning bidder will be issued a Notice To Proceed (NTP) along with a Purchase Order. The performance period is 90 calendar days from the NTP. The City of Havelock reserves the right to reject any or all proposals and to purchase items from the state contract in the efforts to award the contract to the bidder it deems to be for the best interest of the City Question Deadline 06/07/2024 at 2:00 PM ET For questions in regards to the bid specifications, the City requires and only responds to questions submitted in writing and sent via email to: Bids@havelocknc.us If questions are received, the City will respond no later than 12:00 PM (EST) on Wednesday, June 12, 2024. Scope: The current existing drainage piping is approximately 105 feet of 24" galvanized steel corrugated pipe. The current elevation of the base of the pipe is approximately four feet beneath the top of the asphalt. It is to be replaced with a 36" HDPE Bell and Spigot pipe. The City of Havelock will supply 120 feet of 36" HDPE Corrugated Bell and Spigot piping, see figure 2, it will be the responsibility of the contractor to load and move the piping from its current location at 41 Lynnwayne Circle to 400 McCotter Boulevard Havelock, NC. 28532., see section 1 for pipe removal, see Section 2 for pipe installation. Work hours for this project will be 7:00 am to 5:00pm Monday thru Friday, any work needed beyond these hours must be approved 48 hours in advance and is subject to approval by a representative of the City of Havelock. All measurements are approximate and contractor to verify. Contractor will be responsible for all locating services. Contractor will be responsible for damage to any and all utilities during the course of this project.. ABC or 57 stone will be brought to asphalt elevation and compacted to 95% standard proctor in eight in lifts. There is a headwall at the upstream and downstream ends of the existing 24" piping. These headwalls are to be removed and once the new 36" HDPE Corrugated Bell and Spigot piping is installed, new headwalls are to be poured in place on both the upstream and downstream ends. The existing headwall is approximately 24 feet long, 12 inches wide 4 feet deep; the new poured in place headwall will remain the same dimensions. Once the new headwall has cured and any forms are removed, Rip-Rap is to be placed on both the upstream and downstream ends of the pipe. Pavement restoration will be the responsibility of the contractor. All measurements are approximate and contractor to verify.. Removal of the existing 24" Drainage Pipe - a. Contractor shall create two straight lines on the asphalt which shall remain no less than sixteen inches away from any permanent structures. The total width between the two lines shall be five feet. On the downstream side of the drainage pipe there is a twelve by twenty-foot area of the asphalt that is deteriorating, this area must be cut back square. b. Contractor shall utilize sheet piling when the excavation is closer than five feet from the existing buildings to stop any undermining of the existing structures. Any damage to the existing structures created by excavating will be the responsibility of the contractor. Damage to any utilities due to the excavation will be the responsibility of the contractor. c. A repair was made on this 24" Drainage Pipe several years in the past, as a preventative measure concrete was poured on the repair area. The contractor will be responsible for removal of approximately a 108 cubic foot block of concrete before the installation of the new 36" HDPE Bell and Spigot piping. d. Contractor shall cut the asphalt following the straight lines with an abrasive blade that will leave a clean ninety degree cut. e. Contractor shall excavate for the removal of the existing 24" drainage pipe. The trench that is to be excavated will be no less than five feet wide for the installation of the new 36" drain pipe. f. Contractor will be responsible for bypass pumping of the flow coming into the area of excavation. Bypass pumping shall continue for the entirety of this project. g. All removed pipe and excavated spoils become the property of the contractor and must be removed from site. In no way can any of the excavated spoils be reused for any portion of backfilling or compacting. 2. HDPE Corrugated Bell and Spigot Installation a. Contractor shall excavate ten inches deeper than the elevation of the base of the 24" drainage pipe. The base elevation of the new HDPE piping will be four inches deeper than the base elevation of the removed 24" drainage pipe. The remaining six inches will be backfilled with 57 stone for HDPE pipe bedding, see figure 3. b. The contractor will place the HDPE Corrugated Bell and Spigot Piping carefully on the prepared foundation of six inches of 57 stone bedding starting at the downstream end with the inside circumferential laps pointing downstream and with the longitudinal laps at the side of quarter points. c. The contractor will be responsible for supplying and utilizing all coupling bands for the installation of the 36" HDPE Corrugated Bell and Spigot Piping. d. If the excavation during the pipe removal or installation becomes deeper than five feet the contractor will be responsible for supplying a trench box per OSHA regulations. e. The contractor shall be responsible for extending the 36" HDPE Bell and Spigot piping on the downstream end 5 feet beyond the headwall. Rip Rap shall be placed around and encompass the extended piping. f. After setting the 36" HDPE Corrugated piping, the contractor shall backfill excavation with ABC stone to the top elevation of the asphalt. The twelve by twenty foot area of deteriorating asphalt must be filled with 57 stone and ABC stone to the top elevation of the existing asphalt. g. ABC stone shall be compacted to 95% standard proctor, compacting will be completed in lifts of no more than eight inches. Contractor will not be responsible for restoration of any asphalt. h. Contractor is responsible for all locating services. 3. Pouring Headwalls: a. The existing headwalls that are surrounding the 24" drain pipe are 24 feet long, 4 feet high and 12 inches thick. a. The headwall is to be poured in place encompassing the new 36" drain pipe, on both the upstream and downstream sides. b. The contractor shall be responsible for suppling all materials for forming and pouring the new headwalls. c. The contractor shall utilize 3500 pound concrete to pour the new headwalls d. There will be no rebar, wire or fiber mesh required within the new headwalls. e. The headwalls are to remain the same dimensions as the ones that were removed. e. Upon curing of the concrete the forms shall be removed and Rip Rap shall be put on both the upstream and downstream sides. e contractor will place the HDPE Corrugated Bell and Spigot Piping carefully on the prepared foundation starting at the downstream end with the inside circumferential laps pointing downstream 4. Dewatering: a. The contractor shall dewater as required for completion of work. Excavation shall be kept free of water at all times during pipe removal, pipe replacement, and backfill operation. b. All dewatering shall flow through a sediment filter bag. Sediment filter bags shall be of Polypropylene non-woven geotextile fabric with a sewn-in sleeve of sufficient size to accept a 4-inch diameter discharge hose. The discharge hose shall be extended into the sleeve a minimum of six (6) inches and be tightly secured with a hose clamp or other suitable device to prevent leakage. Contractor shall size sediment filter bags as necessary to dewater excavations. Effluent to be directed to adjacent stormwater conveyance areas and Contractor shall remove any accumulation of sediment from such areas following dewatering operations. 5. Excavation and Shoring: a. Contractor is responsible for the design and protection of all excavation and shoring. Standard shoring practices including trench boxes, can be used and certified/stamped by manufacturer. If required, shoring shall be designed and sealed by a professional engineer registered in the State of North Carolina, as required by OSHA, CFR1926. b. Contractor shall notify NC 811 for utility locations prior to any excavations. c. In no case shall excavations exceed that which cannot be backfilled by the end of the work day. 6. Backfill and Compaction: a. All excavations shall be backfilled with either ABC or select fill material. Contractor shall be responsible for removal and disposal of all excavation material and construction debris. b. Compaction in embankment shall be to 95% standard proctor.
