Site work and paving for a mixed-use development in Northfield, New Jersey. Completed plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Birch Grove Park Picnic Area Improvements Bids must be made on the Bid Proposal Form contained in Section 3 of the Technical Bid Specifications and must be enclosed in a sealed envelope plainly marked, "Birch Grove Park Picnic Area Improvements (Phase 1)" and bearing the name and address of the Bidder clearly marked on the outside. The bid specifications are for Birch Grove Park Picnic Area improvements, including ADA parking and driveway area paving, construction of 6' wide asphalt walk, concrete pads for wood pavilions, removal of timber pile and installation of concrete curb stops for the proposed parking spaces located at 1600 Burton Avenue in the City of Northfield. Bid security in the form of a certified treasurer's or cashier's check or Bid Bond in the amount of 10% of the bid amount not to exceed $20,000 is required and should be made payable to The City of Northfield with a letter of surety. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The bidders/offerors must submit documentary evidence of minority and women business enterprises and of Section 3 businesses (low- and moderate-income businesses) who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The provisions of the Federal Government Department of Labor's current wage rate determinations and the New Jersey Prevailing Wage Act are requirements of this project. The higher of the Federal or State Wage Rate and the higher of the Federal or State Fringe Benefit Rate shall prevail. During the performance of this Contract, the Contractor agrees to comply with the requirements of Affirmative Action Regulations, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The project is utilizing Community Development Block Grant (CDBG) funding administered by the Atlantic County Improvement Authority. The City of Northfield reserves the right to reject any or all Proposals and to waive any informalities or irregularities in the bids received and accept same if deemed in the best interests of the citizens of the City of Northfield. Award shall be made to the lowest qualified, responsible and responsive vendor who must provide certificate(s) of insurance for Worker's Compensation, general liability and auto insurance coverages; with the City of Northfield named as additional insured. Chosen vendor must execute an indemnification / hold harmless agreement prepared by the City of Northfield. All questions about the meaning or intent ofthe Contract Documents shall be submitted to CITY ENGINEER in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by CITY ENGINEER as having received the Bidding Documents. Questions received less than five days prior to the date for opening ofBids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
