The District invites qualified firms to submit their Statement of Qualifications and Proposal for the Matilija Groundwater Supply project. Statements of Qualification and Proposal are due no later than June 27, 2024, at 4:00 p.m. Two bid package are anticipated, well drilling and well equipping. Engineering services are anticipated to include: a) Preliminary engineering, utility research, and geotechnical investigation b) Preparation of plans, specifications, and cost estimates c) Topographic survey for design purposes d) Coordination with environmental consultant for implementation of Mitigated Negative Declaration and environmental studies related to CEQA compliance e) Coordination with Kear Groundwater, the District's hydrogeologist consultant and technical adviser for this project f) Permitting assistance and coordination with County of Ventura for well permit g) Bid phase assistance such as: pre-bid meeting attendance; preparation of addenda; evaluation of bids; and recommendation for award h) Construction phase assistance such as: review of shop drawings and submittals; responses to Requests for Information; responses to Requests for Clarification; review of Change Order requests; and attendance at construction meetings i) Inspection services during construction j) Preparation of record drawings The proposal component of the submittal to the District should include a project understanding, approach, scope, fee, and schedule. A preliminary schedule with anticipated tasks and deliverables is provided in Table 1. Casitas Municipal Water District (Casitas or District) is requesting Statements of Qualifications/Proposals (SOQ/P) from firms to provide engineering services for the Matilija Groundwater Supply Deep Water Well project. Services expected to be provided include: a) General civil, mechanical, geotechnical, structural, electrical, and instrumentation design engineering services related to drilling and outfitting a pilot water well at an approximate depth of 7,000 feet b) Engineering support services during bidding and construction c) Permitting support to acquire permits from regulatory agencies including County of Ventura d) Support for preparation of an Initial Study/Mitigated Negative Declaration (to be prepared by others) e) Engineering services during construction This request for qualifications/proposals contains a project description, scope of work, elements of proposal, selection process, general terms and conditions, and agreement. The intent of the RFQ/P is to solicit a concise proposal to provide the services described within this (RFQ/P) including design engineering services and construction support for the project described herein.
