Removal of Peninsular Paper Dam and the Restoration of the Huron River. Please direct questions and correspondence regarding this RFP. Project Timetable The proposed scope of work should extend no more than three years, prioritizing safety in considerations for the timing of various activities. Given the complexity of this project and the need for additional fundraising, extensions to the project period are likely but should not be assumed. Scope of Services The scope of services shall include, but may not be limited to, the following project elements 1.Project administration, subcontract bidding. 2.Facilitate Project Partner update meetings as often as weekly. 3.Support for grant applications. 4.Meet deadlines that support public communication efforts as directed by the City of Ypsilanti. As needed, the Team will present findings at public meetings to municipal administrators and elected officials. This project aims to remove Peninsular Paper Dam (Pen Dam) and restore the affected stretch of the Huron River in Ypsilanti. Pen Dam is located on the Huron River in Ypsilanti (42.256126, - 83.624146) within Washtenaw County. The nearest address is 1249 Leforge Rd, Ypsilanti, MI 48198. The original structure was completed in 1867 to provide power for paper manufacturing. The dam failed in 1918 and was rebuilt two years later. The powerhouse is a prominent feature in the area, topped by its iconic, free-standing letters spelling "PENINSULAR PAPER CO. SINCE 1867 YPSILANTI." The dam is classified as a concrete gravity dam that measures 16 feet high with a crest length of 290 feet, of which 250 feet is the concrete spillway. The spillway sill extends approximately 25 feet downstream of the crest. The Michigan Department of Natural Resources (MDNR) and the Huron River Watershed Council (HRWC) previously evaluated which impoundment areas along the Huron River would most benefit from dam removal. MDNR specifically identified the removal of Pen Dam as a top restoration priority due to the potential improvement to fish passage and aquatic habitat connectivity. Project Budget Currently, at least $5,500,000 is available to begin the scope of services outlined above. Fundraising for the project remains active, however, and the Project Partners will be reviewing proposals for the full scope of work.
