The program is funded by The Illinois Department of Commerce and Economic Opportunity (DECO) and contractor is expected to adhere to DCEO guidelines and requirements. If selected, the contractor would be required to enter into a contract Agreement with the Village to complete the work and would be required to provide a one (1) year written warranty for labor, materials, equipment, and workmanship. No bid shall be withdrawn after the opening of the bids without the consent of the Village of Phoenix for a period of forty-five (45) days after the scheduled time of opening bids. Each bid must be accompanied by a bid bond, certified or cashier's check in the amount of five percent (5%) of the total amount of the bid, as a guarantee that the successful bidder will furnish satisfactory performance and payment bonds in the full amount of the executed Contract and proceed with the work. Village of Phoenix reserves the right to reject any or all proposals, waive or not waive any informality in the proposals, and to accept any proposal which it deems most favorable to the Village. If accepted, this proposal, proposal quotation, and project specifications shall be made part of the Contract between the Contractor and the Village of Phoenix.
