Site work for a civil project in Helena, Alabama. Completed plans call for site work for a water / sewer project; and road / highway.
The Project Consists of the Installation and Construction of Approximately 53,000 Linear Feet Of New 12-inch Water Distribution line. The Alignment Mostly Runs Adjacent to Shelby County Roads 13 and 93. The Work Shall Include but Not Be Limited To: Installation of New Water Distribution Piping and Appurtenances, Connection to Existing Water Lines, Reconnection of Existing Service Lines, Roadway, Railroad, and Gas Line Bores, Easement Clearing, and Site Restoration. Due to the Specialized Nature of The Construction, the Experience And Qualifications of Bidders Will Be Evaluated by the Owner And Engineer Prior to the Opening of Bids. Prequalification of Bidders is Required. Each Potential Bidder Shall Submit, on the Forms Furnished Within Document 00 45 13, a Bidder's Qualification Statement. Only Those Bids Submitted by Bidders Determined by The Owner and Engineer to Be Qualified Will Be Considered. Bids Shall Be Accompanied by a Cashier's or Certified Check Upon a National or State Bank in an Amount of Five Percent (5%) of The Total Maximum Bid Price Payable Without Recourse to the Owner, or a Bid Bond in the Same Amount From a Reliable Surety Company, as a Guarantee That the Bidder Will Enter Into a Contract and Execute Performance and Payment Bonds Within Fifteen (15) Days After Notice of Award of Contract to Him. Such Bid Guarantee Shall Be Made Payable to Helena Utilities Board. The Successful Bidder Must Furnish a Performance, Payment, And Maintenance Bond Upon The form Provided in the Amount of One Hundred Per Cent (100%) of The Contract Price From an Approved Surety Company Holding A Permit From the State of Alabama to Act as Surety, or Other Surety or Sureties Acceptable to The Owner. Bids Must Remain in Effect for 60days After the Bid Opening Date. Within 60 Days From the Bid Date, the Owner May Award the Contract to the Lowest Responsive, Responsible Bidder or Reject Any or All Bids for the Project. The Helena Utilities Board Reserves the Right to Reject Any or All Bids, to Waive Irregularities in the Bids and Bidding Deemed to Be in the Best Interests of the Helena Utilities Board, and to Reject Nonconforming, Nonresponsive, or Conditional Bids. **Bid Notes: Electronically At the Email Addresses Indicated in Document 00 45 13. The Owner and Engineer Will Review and Notify if Approved or Disapproved No Later Than Bids received from Bidders who are not prequalified will not be opened. This Pre-Qualification Submittal Package must be received no later than 5:00 p.m. on June 24, 2024 electronically at the email addresses indicated in Document 00 45 13. The OWNER and ENGINEER will review and notify if approved or disapproved no later than 5:00 p.m. on July 1, 2024. Question Deadline 07/23/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than forty-eight (48) hours prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
