The City of Great Bend hereby issues a Request for Proposal for interested parties to submit Housing Development plans for the described lots available. The City of Great Bend passed Ordinance # 4266 creating a Rural Housing Incentive District (Amber Meadows Phase 1) consisting of real property described in exhibit A (attached). The City of Great Bend has approved a Development Plan for the above-mentioned District and the city would like to assist in the development of single-family district housing within the district. The City owns the property described in Exhibit B (attached) in the district and would like to hear proposals for development agreements of these lots. If a proposal is approved the city is prepared to transfer all of its right, title and interest in the property to a buyer willing to construct single family residential on the property in accordance with a negotiated Development Agreement with the winning proposal. All proposals shall include the following: Developer Qualifications and References. Design and Site Plans. Timeline for anticipated start date and completion date or detailed plan of work. Main office location, phone number. A full disclosure statement identifying any business relationship with the City Council or city staff. Any potential conflicts of interest regarding present or past clients or legal action against the City shall be included. The City reserves the right to reject any and all proposals based upon its sole discretion and in the best interest of the City as well as to negotiate with responding developers if it desires to move towards a Land Purchase Agreement. SELECTION CRITER IA: The intent is to help spur housing development and preference will be given to proposals who have clearly defined timelines and goals spelled out clearly in their proposal. REVIEW OF PROPOSALS AND QUALIFICATIONS: Once proposals are submitted, they will be reviewed by City Staff and members of the City Council of the City of Great Bend. This committee will have the ability to evaluate proposals and negotiate the terms of a Land Purchase Agreement to be prepared and presented to the Great Bend City Council for final approval if a suitable proposal is identified. This committee may desire to set meetings for interviews to get further insight and explanation of proposals if needed to make their selection. Award is subject to approval by the Great Bend City Council. Right to Award or Reject: All proposals will become part of the City's public record on this matter, without obligation to the city. This RFP does not commit the City of Great Bend to award an agreement of any kind. The City reserves the right to reject any, or all, proposals and to negotiate an agreement conclusion with one of the proposers. The City reserves the right to award an agreement to any proposer based on their proposal. Waiver of Informalities: The City reserves the right to waive minor informalities contained in proposals, when, in the City 's sole judgment, it is in the City 's best interest to do so. Incurring Costs: The City accepts no liability for any costs incurred by respondents in the preparation or presentation of proposals.
