Site work for a civil project in Estes Park, Colorado. Working plans call for site work for a water / sewer project.

As of August 12, 2025, no bids were received. No definite date for the rebid. The objective of this project is to enhance the efficiency, resilience, ease of use, and environmental impact of the power system and water pump system at Hermit Park Open Space (HPOS). Specifically, the goals are to improve system performance, decrease run times, properly size pressure tanks, and minimize negative impacts of power system operation on the environment and patrons (emissions and noise). BACKGROUND: HPOS is currently experiencing inefficiencies and operational challenges with its existing Pavilion power system and water pump system. These are two separate but interconnected systems. The current generator, a PRAMC GEN65J John Deere generator, is oversized, produces excessive noise, and requires frequent power-ups due to inefficiencies with the water pump system. The water pump system lacks proper setup, including undersized pressure tanks, and is in need of some overall improvements to increase efficiencies. Vendors need to bring appropriate safety wear and weather-appropriate clothing as the meeting and site visit walk-thru will be conducted outside in upper elevation terrain. No questions will be accepted after the date and time referenced above. All questions received will be answered via Addendum only A map and directions to the meeting location are provided below. From I-25 and US Hwy 34 (passing through Loveland): Drive west on Highway 34 toward Estes Park. Turn left (south) onto Mall Road (CR63) for .6 miles. Turn left (east) onto U.S. Highway 36 for 2.1 miles. The entrance to Hermit Park will be on the right. Continue on Hermit Park Road about 2.3 miles and turn left at the Group Pavilion entrance. From I-25 and State Hwy 66 (passing through Longmont): Drive west on Highway 66 to Lyons, Colorado. Turn right onto US-36 W/5th Ave/W Main Street. Continue to follow US-36 W for ~16.5 miles. The entrance to Hermit Park will be on the left. Continue on Hermit Park Road about 2.3 miles and turn left at the Group Pavilion entrance. SCOPE OF WORK: The Contractor at a minimum, will provide, perform, and/or furnish the following: 6.1 Removal of current generator and replacement of any substandard wiring or panels. Supply and installation of a new power system that: A. Powers pavilion for special events with 20 amp single-phase 110v generated power (four 110- volt outlets). B. Powers campground well system. C. Minimizes environmental and human impact. D. Has a 30-hour run time capability for the generator. E. Estimated 40kW power source requirement (subject to change based on proposed system and fuel source). 6.3 Replace and upgrade fuel storage for compliance with environmental safety needs (if required). Replacement of outdated well systems for optimal efficiency, including pressure pump and manual override control box. Desired System Traits: Utilization/incorporation of sustainable energy sources (e.g. solar, battery bank, and generator). Minimization of generator starts and run times. Capable of auto-charging battery bank when low. Ability to run the well system off a battery bank. Usability and simplicity of operation. Provision for three separate means of start and run off the generator: via float switch, pressure tank switch command, and manual control for pavilion events. Addition of power to garage (garage does not currently have power and it is desired that a minimum of one (1) light and one (1) outlet would be included in the scope of work) Requirements: Warranty EPA Tier 4 compliance Level II Sound Attenuating Enclosure Approved spill containment enclosure for fuel source 6.16 Installation, field wiring, engineering, and permits to comply with State, local codes, and Colorado Dept. Of Health and Environment regulations for public water safety. Compliance with OSHA Standards Establish, implement, and maintain a comprehensive safety program tailored to the project to ensure the safety of all workers on site. Responsible for ensuring that any subcontractors adhere to all safety requirements. Payment & Performance Bonds Commencement and Completion of Work: Work shall commence on or after September 16, 2024 unless such time for beginning the work is changed by the Project Manager in the "Notice to Proceed". All work on the project shall be complete by April 15, 2025, in accordance with the "Notice to Proceed". Construction operations shall not carry on outside the hours of 7:00 a.m. to 6:00 p.m. unless previously arranged and approved. QUESTION DUE DATE & TIME: June 24, 2024 @ 10:00 a.m. (MT) Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or qualified proposers and to waive informalities and irregularities in proposals received, and to accept any portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract to companies located in Larimer County, however this is not applicable in the case that Federal funds are used. Larimer County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notified all proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises (including minority-owned or women-owned) will be afforded full and fair opportunity to submit a proposal in response to this Request for Proposal and will not be discriminated against on the grounds of race, color, religion or religious affiliation, sex, familial status, age, genetics, disability, or national origin in consideration for an award.
