Site work for a military facility in Ames, Iowa. Completed plans call for site work for a military facility.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for pasture fencing replacement at the National Centers for Animal Health in Ames, Iowa. Solicitation 12505B24R0023 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 15 and 36 and will be incorporated in the awarded firm-fixed price order. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. The associated NAICS Code is 238990, All Other Specialty Trade Contractors. The small business size standard is $19.0 million. Magnitude of Construction is between $1,000,000 and $5,000,000. Period of performance is 180 days after receipt of the Notice to Proceed. Bonds: Bid, Payment, and Performance Bonds are required. Site Visit: Organized site visits are scheduled for July 31, 2024 at 9:00 AM Central Daylight Time (CDT) and August 1, 2024 at 1:00 PM CDT. The site visit will be held at the project location. The same information will be provided at both site visits, so offerors only need to attend one. In order to attend the site visit, you MUST pre-register by 3:00 PM CDT on July 30, 2024. Pre-register by emailing josh.dobereiner@usda.gov with your company name, the name(s) of the representatives who will attend, and which site visit you are registering for. An email response will be sent confirming your registration. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in this document. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 4:00 PM CDT on August 8, 2024. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. Period of Performance: 09/09/2024 to 03/08/2025 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. General Information Replace pasture fencing with Continuous Metal Fencing for Pasture 7. Field Barn 215 is additional Option 1. Field Barn 216 is additional Option 2 to this project. Field Barn 204 is additional Option 3 to this project. Field Barn Z3 is additional Option 4 to this project. 2.0 Scope of Work: A. New fence installation Pasture 7 (Base Requirement): 1. The contractor shall remove approximately 2,001 linear feet of existing pasture fence materials (fabric, strand, posts, lumber, and concrete). The holes from the removed posts and footings shall be filled and compacted to even grade if existing post holes are not used. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work. See attached drawing for locations. There are three separate sections of this area. The west and center run have a 12' x 5' round tube metal gate that need to be removed and replaced with new. 2. The contractor shall provide all labor and material to install approximately 2,001 linear feet of 5' high, 12 gauge minimum galvanized 2" x 4" x 48" woven wire fencing with three strands of 12 3/4 gauge minimum barbed wire. The installed woven wire fence should not exceed 2-inch spacing from the ground. One strand of barbed wire installed 1 inch below bottom of woven wire fence, one strand of barbed wire 2 inches above top of woven wire fence, and one strand of barbed wire 6 inches above top of woven wire fence. The new fencing shall be located as per the attached drawing. The contractor shall also use new wooden pressure treated posts set in 3' deep concrete footings. The corner/end posts, Gate Hinge Post, and post in the center of long runs shall be 8-inch round minimum and line posts shall be 6-inch round minimum. Post spacing not to exceed 10 feet on center. Each corner post and the center post of long runs shall be braced with 6- inch by 6-inch pressure treated lumber at 45-degree angles. (See attached drawing for locations.) The Contractor shall replace existing pasture gates with two (2) new 6 rail 12'wide X 5'high gates. Gates are constructed from 2 in, 16-gauge steel. Gates to be able to swing into and away from the pen/pasture. Top of gate shall be no less than 66" from ground. Provide heavy duty 2-way lockable latch and chain. See attached drawing for pictures of typical hardware.New fence installation Field Barn 215 (Add Option 1): 1. The contractor shall remove approximately 1,500 linear feet of existing field barn pasture and corral fence materials (fabric, strand, posts, lumber, and concrete). The holes from the removed posts and footings shall be filled and compacted to even grade if existing post hole are not used. Holes from the removed posts located on the concrete pad shall also be filled with concrete consistent with existing. The removed fencing material, posts and footings shall be removed and disposed to an approved landfill site. Note: Removal and replacement may need to be completed in phases so that animals may continue to be kept during the work.
