Renovation of a municipal facility in Swanzey, New Hampshire. Working plans call for the renovation of a municipal facility.
**As of August 23, 2024 project has been canceled. As of this time it is unknown if an when project will rebid. Whitcomb Hall is a historic building constructed in 1916 and based on the age of the building, the Town assumes the building contains lead paint. No work to be done on unpainted decks / surfaces. No work will be done on the green sides of the garage / carriage shed, white sides of the garage / carriage shed will be prepared and repainted white. Contractors must submit Proof of Lead Safe Certification, in accordance with the State of NH Regulations, for any employee on the job site and the Contractor must - at all times - comply with all Lead Safe Certification Rules & Regulations. The Town anticipates selecting the successful Contractor in July, with work to be completed upon a schedule mutually agreeable to the Town and the successful Contractor during the 2024 painting season. If an acceptable schedule cannot be agreed to the Town may award the contract to another Contractor. The proposal pricing shall include all labor, insurance, materials, leasing of any lift(s), staging or ladders and all other such costs that the Contractor will incur in order to offer the Town a complete fixed price proposal fee to complete the work in a satisfactory workman-like manner. Materials must be approved by the Town prior to use and proposed materials should be listed on the Cost Proposal Sheet. If any carpentry or other additional work is identified by the Contractor the Town shall be notified immediately prior to any additional work being done. Additional work may be done by the Contractor on a cost plus materials basis or by the Town, as determined by the Town. All work to be performed to the satisfaction of the DPW Director. Scope of Work It is preferred that all paint and primer to be applied with brushes. If any spray application is done product must be back brushed to work material into wood surface. All work is to include fascia, trim, siding, frieze boards, doors and cast iron of clock face and hands. (No work to window sash) 1. Preparation: a. Renail all loose wood with galvanized or coated nails sized appropriately to the material being renailed. b. Remove all dirt, dust, grime, oils, and mildew by hand washing. Power washing is strictly prohibited. c. Scrape by hand with metal scrapers all loose or "flaking" paint to a sound surface. Lightly sand surfaces as needed. Do not use open flames, disk sanders, power wire brushes, or power tools other than belt sanders. Remove all loose caulk. d. Caulk around all doors and windows and small cracks (less than 1/4 ") in trim, fascia, and siding with an exterior grade paintable silicone ten (10) year caulk. e. Full prime of all wood and caulked areas using A-100 white alkyd primer. 2. Painting: a. Paint all wood surfaces with one full coat of white latex based finish coat paint, in accordance with manufacturer's recommendations. b. Paint all PVC siding, trim and railings in porch entry with two coats of SuperPaint Satin Extra White. c. Painting work shall be done in a manner that will create as little disturbance as possible for the area residents. d. The paint used will be a high quality and must be approved by the Town prior to use. Sherman Williams and Benjamin Moore are the Town's preferred brands. Use only new unopened primer and paints not thinned or diluted. e. The Contractor shall exercise care in surface preparation and painting to ensure that the workmanship is of the best quality and fully conforming to industry standards. Only skilled workers adequately supervised shall be work on painting projects. f. All materials are to be applied evenly and with the proper thickness, in strict compliance with the manufacturer's directions and/or printed instructions. g. Work is to be accomplished under favorable weather conditions, best suited to the production of an acceptable finished product. Painting will not be performed in snow, rain, fog, or mist or when relative humidity exceeds 85%. Do not apply paint materials to damp or wet surfaces, or to wood with a moisture content above 15% as measured by a moisture meter. Do not apply paint when the temperature is below 50 degrees F., unless otherwise permitted by the paint manufacturer's printed instructions. h. The Contractor shall satisfactorily correct any work found in need of correction, due to improper preparation, painting, or workmanship, or as a result of the Contractor's negligence prior to the final approval and payment. 3. Paint Protection and Clean Up: a. The building is assumed to contain lead paint based on its age. All washings, scrapings and the like are to be carefully collected and properly disposed of in accordance with statute and regulation. For those materials which can be disposed of in regular refuse the Swanzey Recycling Center will be available to the Contractor at no cost during the Transfer Station's normal operating hours or as otherwise coordinated with the Town. b. All walks, floors, plants and/or shrubbery, driveways, porches, or other surfaces and items not to be painted, shall be carefully protected from being stained with any primers or paints. All screens are to be removed and protected from damage and reinstalled when done. All window sashes are to be protected. Drop cloths shall be used liberally wherever needed for this protection. Any items stained or damaged as a result of the Contractor's actions shall be replaced at Contractor's expense. c. Special care shall be taken to paint the hands and numbers on the clock face. Before this work is done the painter will coordinate with the Town. d. All painting related debris will be picked up and removed on a daily basis. The definition of debris includes but is not limited to paint cans, rags, and brushes. The ground below all work areas is to be covered with 6mil plastic and all debris is to be contained and disposed of properly. e. Brushes and other painting tools used with oil paint are not to be cleaned on site. Painting equipment used with latex paint is to be cleaned at a distance from flowerbeds, shrubbery, trees, walkways, parking lots and grassy areas with no cleaners or solvents released into or onto the environment. f. On a daily basis the contractor shall comply with the requirements of the EPA Lead Awareness Program. 4. Painting Safety: a. All ladders are to be taken down daily and stored in a safe place away from any traffic areas. b. Wet paint signs and clearly marked areas shall be roped off whenever necessary. c. All unpainted areas are to masked off or draped including shrubs, trees, flower beds and any personal property. d. All workers are to take the appropriate precautions to prevent any injury to themselves, residents and municipal employees.
