The Town of Swanzey (the Town) is seeking Statements of Qualifications from engineering firms for engineering services to assist the Town with resolving deficiencies with Swanzey Lake Dam, as outlined below. Statements of Qualifications are due by the deadline above and the Town will attempt to make a selection in the spring of 2025 with the Scope of Work to be completed during 2025. Swanzey Lake Dam is owned and maintained by the Town of Swanzey and is located in the Town of Swanzey at the intersection of Swanzey Lake Road, East Shore Road, and West Shore Road. Swanzey Lake Dam is categorized as a low hazard dam that impounds water for Swanzey Lake Dam. The Town received a letter of deficiency from the Department of Environmental Services dated January 18, 2018 that required the Town to: Engage the services of a consultant qualified in dam-related work to complete an engineering investigation, evaluation or analysis of, at a minimum, the items noted below, and submit a report to NHDES as outlined in the scope of work. The selected consultant is expected to perform technical, planning, design and other preconstruction activities generally outlined as preliminary engineering and assisting the Town with selecting a solution to resolve Swanzey Lake Dam's deficiencies. More specifically, the work is outlined in item #8 in LOD #17-037 dated January 18, 2018, which states the report should include all investigation findings and include recommendations and a schedule for repair, as warranted, to make the dam compliant with the current standards applicable to the dam's hazard classification. a. Investigate the right embankment that has been susceptible to sinkholes for 20 plus years as well as the leakage below the right spillway which is directly connected through the right embankment based on a dye tracer test performed in 2017. b. The effectiveness of the toe drain along the downstream, left wall and embankment. c. Determine the 50-year flood inflow at the dam, and determine if the dam has the discharge capacity to safely pass this flow with one foot of freeboard. See NHDES Dam Safety rule Env-Wr 303.11 for discharge requirements. The Town of Swanzey intends to proceed with selection of a firm utilizing a Qualifications Based Selection (QBS). A technical proposal including a project understanding and project approach is not required at this time and will not be reviewed if submitted. The Town will rank interested firms based on qualifications and experience only. Upon receipt and review of all qualifications, the Town may then choose to interview firms or make a selection based solely on the qualifications submitted. The Town may then enter into negotiations with the top rated firm for a fee for services. If the Town cannot reach agreement on a scope and fee with that firm, the Town will begin negotiations with the second rated firm, and so on, until an agreement is reached. The Town of Swanzey reserves the right to reject any or all proposals or accept the proposal the Town deems to be in its best interest. The Town reserves the right to request additional data or information or a presentation in support of written proposals, however the Town may award a contract based on the proposals received, without additional submissions. The Town further reserves the right to: o Not award a contract for the requested services; o Waive any irregularities or informalities in any proposals; o Accept the proposal deemed to be the most beneficial to the public and the Town; o Negotiate and accept, without advertising, the proposal of any other company in the event a contract cannot be successfully negotiated with the selected firm; and o Retain products submitted by companies for its own use at its sole discretion.
