Demolition, site work, renovation and addition to a mixed-use development in Milwaukee, Wisconsin. Completed plans call for the addition of a educational facility; and for the renovation of a 323,900-square-foot medical facility.

This project is being let using the single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. If a project does not include any mechanical, electrical, plumbing, or fire protection divisions of work, DFD will bid one bid package for all work to general prime contractors. In general, the work consists of: a comprehensive renovation of 356,335 GSF including a Phase 1 renovation of 70,090 GSF of space in select areas on the Basement, Ground, 1st, 2nd, 3rd, 4th, 5th, and 6th 2 floors and a Phase 2 renovation of 286,245 GSF of space on the Basement, Ground, 1st, 2nd, 3rd, 4th, 5th, 6th 3 , 7 th 4 and Penthoouse. The scope of work also includes demolition of an existing building entrance and 5 construction of a new entrance, asphalt work on site, concrete sidewalk, curb and gutter work on site, 6 demolition of an existing concrete vault in an existing parking lot and demolition and reconstruction of a 7 concrete retaining wall. Renovation work includes removing the old hospital patient rooms, treatment 8 rooms, and clinic space and other spaces; replacing old and deficient building infrastructure including all 9 architectural, mechanical, electrical, telecommunications, and plumbing systems; and installing new 10 insulation on the exterior envelope. A new mechanical penthouse will be constructed to house multiple air 11 handling units serving the entire complex. Central chilled water utilities will be extended to all air handling 12 units and terminals as required. Notice is hereby given in accordance with Section 16.855(10), Wisconsin Statutes, that the Division believes it is in the best interests of the State to contract the following work from only one source, without the usual statutory procedures: Architectural 07 18 13 - Pedestrian Traffic Coating 08 71 00 - Cylinders 08 71 00 - Mortise Locks 08 71 00 - Deadlocks & Latches 08 71 00 - Electric Strikes 08 71 00 - Exit Devices 08 71 00 - Door Closers 08 71 090 - Auto Operators 10 22 39 - Folding Panel Partition Electrical 26 09 43 - Digital Lighting Control System 26 56 29 - Exterior Light Poles 27 51 29 - Two Way Emergency Communications System 28 05 37 - ERRCS - Emergency Responder Radio Communication System 28 10 00 - Access Control Security System 28 23 00 - CCTV Cameras 28 31 00 - Fire Alarm System AV 27 41 00 - Crestron AV Control System 27 41 00 - Crestron AirMedia Presentation Gateway Site/Civil 32 36 00 - Bike Racks 32 36 00 - Parking Sensor Base Bid will be received for: A single lump sum bid for All Work. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. Contract offer and construction phase records will be processed electronically via eBuilder.
