The Town is seeking the services of a qualified landscaping designer (Consultant) and Construction/Landscaping Company to design, cost, and install a re-aligned boulevard and Municipal Reserve of approximately 500m in length at a width of 4-6m (excl. Municipal Reserve). Work will occur concurrently and/or following utility replacement along the same section of roadway. Phasing for the project is anticipated as follows: Phase 1 (2024): Utilizing the finalized utility design extents, confirm the available landscape area and design a modern boulevard landscape which incorporates a pedestrian/multi-use pathway, native trees and shrubs appropriate for the location and climate, and select design options (including low impact development designs where appropriate) which can be presented to the community during a public consultation process. The Town will manage the public consultation process utilizing the options provided by the landscape team and results of the consultation will guide the final design. Final design and cost estimates will be used to present a final budget to council for approval and subsequent 2025 project funding. This phase of the project will be awarded on a time/materials basis with an upset limit (see submission form). Phase 2 (2025): Construction and construction project management services including all landscaping components to be completed within one year. This will include tendering/pricing of all materials following approval to proceed as well as the labour and equipment necessary to complete the scope of work. Work will proceed concurrently with the utility project with a completion date approximately 30 days later than that of the utility project. Construction during this project will need to have a seamless integration plan to minimize construction disturbances for the public school, churches, and area residents. This phase of the project will be awarded following budget approval (January 2025) and finalized pricing through the tender/procurement process. A unit rate contract is anticipated. Phase 3 (2026-2027): Warranty period of two-years (2), anticipated project close-out November 2027 or earlier based on completion of construction. This phase of the project will be awarded concurrently with Phase 2 however a payment schedule will be negotiated with set objectives/parameters for payment agreed upon by all parties.
