Demolition, site work and new construction of an educational facility in Bristol, Connecticut. Completed plans call for the demolition of a educational facility; for the construction of a educational facility; and for site work for a educational facility.
As of July 24, 2024, construction has not started. Construction is anticipated to start this fall. Scope of Work items which have inadvertently been duplicated in more than one bid package must be included in the bid amount for each package containing the duplication. Do not assume Scope of Work items will be provided by the other bid package(s). Notify the Construction Manager immediately upon discovery of a duplicated item. Should the Construction Manager request a credit for the duplicated item after the bid, claims of omission of pricing in the bid due to the duplicate item in another bid package will not be acceptable. All Bids shall remain in effect for ninety (90) calendar days from bid due date. No Bidder may withdraw their bid during that period. Bid Security in the amount of Ten Percent (10%) of the Base Bid Sum (Bid Bond or Certified Check) for any bid for work with an estimated value of at least Fifty Thousand Dollars ($50,000.00) If the bidder is a small contractor or minority business enterprise pursuant to Connecticut General Statutes Section 4a-60g and further described in Appendix I, Administrative and Statutory Requirements, it may provide in lieu of a bid bond, a letter of credit in an amount equal to Ten Percent (10%) of the bid amount if the estimated value is less than one hundred thousand dollars and in an amount equal to Twenty-Five Percent (25%) of the bid amount, if the estimated value is one hundred thousand dollars or greater. Question Deadline 07/10/2024 at 12:00 PM ET The RFI submission deadline is five (5) business days prior to the bid due date. All questions regarding bidding procedures, bidding documents and construction procedures are to be directed in RFI form to the Construction Manager at nemsbid@downesco.com and the City of Bristol Board of Education at taralandon@bristolk12.org and peterfusco@bristolk12.org. All answers will be published by written Addendum. The successful bidders will be required to provide 100% Performance and Labor and Material Payment Bonds. Bidders are requested to indicate the added cost to the base bid of 100% Performance and Labor and Material Payment Bonds in the appropriate space on the bid form. The owner must be included as a "dual obligee" on all bonds. Surety companies providing performance and payment bond(s) must be licensed to do business in Connecticut and be approved as sureties on Government contract pursuant to U.S. Treasury Circular No. 570, published annually in the Federal Register. Bid Packages that the Construction Manager estimates have a value in excess of $1,000,000 are designated as such on the Invitation to Bid. Prospective bidding Subcontractors on these packages and all lower tier subcontractors whose subcontracts exceed $1,000,000 must be prequalified by the State of Connecticut Department of Administrative Services (DAS) for the appropriate classification of work. D'Amato Downes JV is the Construction Manager for this project therefore there is no "GC" or General Contractor. The work assigned to "by GC", "contractor" or "subcontractor" in the various contract documents is assigned to Trade Packages by D'Amato Downes JV. A reminder that Prevailing wages are updated (changed) every July 1st by the State Department of Labor. Each Contractor is responsible to find out the new rates and to make the appropriate changes on its first payroll after July 1st. All bidders shall indicate their company's worker's compensation Experience Modification Rate (EMR) in the appropriate space on the bid form. D'Amato Downes JV and the owner reserve the right to reject a bid if the bidders EMR rate is greater than 1.0. Certificates of Insurance with the above coverage must be submitted before starting work on the project. Thirty (30) days notice is required before cancellation. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities.
