*As of July 22, 2024 this project has been awarded to Recon Construction Services, Inc. for $45,054.62 for Contract 1 and Contract 2 was awarded to York Materials Group for $25,979.80* Bids are requested for milling, FDR and bituminous paving of a portion (approximately 31'x500') of Riverview Drive and associated improvements. All bidders shall be required to furnish a Bid Bond or Certified Check in the amount of five percent (5%) of the bid. Upon the acceptance of the proposal by the Borough, the successful bidder shall provide a Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract amount to the Borough. The Borough reserves the right, which is agreed and understood by all bidders, to accept or reject any or all bids and waive irregularities. No bid may be withdrawn by the bidder for sixty (60) days after closing time for receipt of bids. All work not expressly mentioned in the specifications but obviously necessary to the proper execution of same shall be performed by the Contractor, as it is not the intent to delineate or describe every detail and feature of work. No additions to the contract sum will be approved for any materials, equipment and/or labor to perform work hereunder unless it can be clearly shown to be beyond the scope and intent of the specifications and absolutely essential to the proper prosecution of the work as it is not the intent to describe every step of construction. The work under this Contract shall include, but not limited to, all labor, supervision, materials, equipment, tools, mobilization, insurances, and any other items to complete the construction specified herein. The contractor shall post the required traffic control signs on all streets within construction area. All signs must comply with PennDOT standards. The Contract Documents include a report by ECS, to reconstruct the portion of Riverview Drive that is owned and maintained by East Prospect Borough (see Location Map), we are utilizing Option 2 indicated within the ECS Report. Bidding; Bidders must complete all Items listed on the proposal per contract. Notification of Construction; The contractor must notify, the borough, borough engineer, 911 Emergency services and police, school transportation director, trash collection company, and all residents of any closures to the roadway prior to any construction. Workmanship; All work shall be completed in a first-class workman like manner and shall conform to the best practice of the trade. The borough and/or the engineer shall, if he deems necessary, reject and cause to be redone or replaced any work found in poor quality or of defects and will be done at the sole expense of the contractor. Construction; All construction must be completed by October 31, 2024. SuperPave material must be placed following Publication 408 Specifications (latest edition). No placement of materials will be completed without the temperatures required within Publication 408. General - The following is a list of proposed construction along with payment. Item #1 shall be milling of the existing roadway as described above. Include in your proposal for milling, transport, stockpiling and disposal, Complete in Place. Payment shall be for each square yard of roadway milled. Item #2 shall be reclaiming of the existing roadway as described above. Include in your proposal for reclamation, mixing Portland Cement to the pulverized material, milling, grading, fine grading, testing, thorough compaction, Complete in Place. Payment shall be for each square yard of roadway reclaimed. Item #3 shall be Portland Cement at an application rate of 50 lbs/SY, consistent with the ECS report and shall be mixed with the reclaimed material. Portland Cement shall be metered for the recommended application rate. Payment shall be for tons used within the job site. Item #4 shall be for installation of 3" 12.5mm SuperPave Wearing Course provided by Contract #2, include rollers, equipment and tools and all related construction to place the SuperPave. Include in your proposal for sealing all edges of paving as well as any areas with cracks from the paver and shall be paid for by the ton installed. 12.5mm SuperPave Wearing Course shall be paid for each ton placed and be paid by the ton from the delivery tickets from the trucks loading and delivering the material to the job site. No payment will be paid to the contractor without the tickets. Complete in Place. Any construction not mentioned, but clearly obvious, to complete the project must be included in the various items within the proposal. No additional payment will be made to the contractor unless the contractor can justify the construction is clearly required to complete the project.
