The Mississippi Valley Conservation Authority (MVCA) is requesting proposals from qualified consultants to conduct a Dam Safety Review (DSR) for the Widow Lake Dam. The Widow Lake Dam is located on the Clyde River at the inlet to Joe's Lake in the Township of Lanark Highlands. The Clyde River valley is a major flood damage centre in the MVCA watershed. The valley has seen many major flood events including flooding in 1998, 2014, 2017 and 2019. The dam originally was a wooden structure built sometime during the late 1800's and was rebuilt in 1974 by the MVCA. There has been no DSR previously completed for the structure. Since the rebuild of this structure, significant urban development has occurred downstream and best practices and standards have changed. At the same time, public safety and site security remain major issues; operations reports note occurrences of trespassing and vandalism at this structure. The review must be completed in accordance with the Canadian Dam Association (CDA) dam safety guidelines and best practices summarized in technical bulletins of the Ontario Ministry of Natural Resources (MNR) Lakes and Rivers Improvements Act (LRIA). The scope of work shall include the following tasks: Review of Available Reports and Data Condition Assessment of the Dam with MVCA Staff Dam Safety Analysis Presentation of Findings Dam Safety Review Report Intent to Respond R07/08/2024 04:00:00 PM ET The method of Contractor Selection has not been Determined at this time
