2021CDBG ADA Improvements- Northstream All bids shall be presented to the Borough of Point Pleasant by parties bidding or their agents previous to the time designated, or when called for by the Borough of Point Pleasant In all cases, in which a bid is delivered by public or private mailing, or hand delivered, the following address and notation shall appear prominently on the front of the outside envelope: Re: Contract # 2024-02 Contract Name: 2021 CDBG ADA IMPROVEMENTS-NORTHSTREAM Borough Clerk Borough of Point Pleasant 2233 Bridge Ave Point Pleasant, NJ 08742 The guaranty accompanying the bid proposal shall be given in the amount of ten percent (10%) of the maximum delivered price, but not to exceed twenty thousand dollars ($20,000) and may be given at the option of the bidder by a certified check or a bid bond from a reputable insurance company licensed in the State of New Jersey. Bidders shall comply with the Affirmative Action Requirements of NJSA 10:5-31 et seq. and N.J.A.C. 17:27 et seq. as amended from time to time. The Borough Council reserves the right to reject any and all bids for the above-listed contract in whole and/or in part which do not comply with the specification and/or the statutory requirements. The Borough Council reserves the right to waive informalities as the Borough may deem to be in its best interest. All Contract documents are to be submitted intact in accordance with bidder's checklist. All erasures, interpolations, and other physical changes in the bid form shall be signed or initialed by the bidder. Question Deadline 06/25/2024 All questions must be received by the Borough Administrator This project consists of the reconstruction of Summit Drive along with the installation of new curbing along both sides of the roadway. The project will also include driveway reconstruction, traffic striping and signage in the Borough of Point Pleasant, Ocean County, New Jersey. Construction shall include the following items: Base Bid 1. Clearing Site Item shall include the removal and approved off-site disposal of all existing asphalt, concrete, and all else required to install the proposed improvements as shown on the plans. Construction shall occur in accordance with Section 201 - Clearing Site of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. All costs associated with removal of existing structures, saw cutting, and excavation to proper depths shall be included in the lump sum bid item "Clearing Site". 2. Mobilization - Item shall include preparatory work and operations, including moving personnel, equipment, supplies, and incidentals to the Project Limits. It also includes all other work performed and costs incurred before beginning work on various Items in the Contract. Mobilization shall occur in accordance with Section 154 - Mobilization of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 3. Sawcut Existing Paving - item shall include sawcutting the existing paving as shown on the plans and details. Construction shall be as outlined in Section 201.03.01F of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 4. Dense Graded Aggregate Base Course, 6" Thick - shall include installation of base course to the appropriate depth to the limits of the proposed improvements as shown on the plans. Construction shall be as outlined in Section 302 - Aggregate Base Course of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. 5. Hot Mix Asphalt Base Course, 12.5M64, 2-1/2" Thick - item shall include installation of hot mix asphalt base course as shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Item shall include installation of CSS-1 Tack Coat immediately before beginning paving operations at all mill and overlay locations shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. No separate payment shall be made for Tack Coat. Costs for same shall be included in the various bid items 6. Hot Mix Asphalt Surface Course, 9.5M64, 2" Thick - shall include installation of hot mix asphalt surface course as shown on the plans and as required to complete the project. Construction shall be as outlined in Section 401 - Hot Mix Asphalt (HMA) Courses of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Tack Coat shall be installed prior to paving. No separate payment shall be made for Tack Coat; the cost for same shall be included in the various items. 7. 8. 9. 10. 11. 12. 1.02 Concrete Curb & Gutter - item shall include installation of combination concrete curb & gutter. Construction shall be outlined in Section 607 - Curb of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Concrete Sidewalk, 4" Thick - shall include installation of concrete sidewalk, 4" thick as shown on the plans and details. No separate payment will be made for excavation and compaction. Item shall include the resetting of valve boxes, cleanouts, and curb stops that fall within the limits of the concrete operations and no separate payment will be made for such. Construction shall be as outlined in Section 606 - Sidewalks, Driveways, and Islands and Division 650 - Utilities of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Detectable Warning Surface - item shall include the installation of Truncated Dome, Detectable Warning Surface as shown on the plans and details. Construction shall be as outlined in Section 606 - Sidewalks, Driveways, and Islands of the 2019 NJDOT Standard Specifications for Road and Bridge Construction. Benches - Item shall include the installation of 6' outdoor benches as approved by the Borough of Point Pleasant at the locations shown on the Project Plans. Benches shall be installed per the Manufacturers Specifications. Soil Erosion and Sediment Control - Item shall include the installation, maintenance, and removal of all soil erosion and sediment control measures as identified on the project plans and as necessary to comply with the Ocean County Soil Erosion and Sediment Control regulations and shall be consisted with Section 158 - Soil Erosion and Sediment Control, and Water Quality Control of the 2019 NJDOT Standard Specifications for Road and Bridge Construction, and The Standards for Soil Erosion and Sediment Control in New Jersey. Site Restoration - shall include all work necessary to restore the construction area to equal or better condition than prior to construction. Restoration of disturbed areas, except as indicated on the bid form, shall be performed by the contractor at no additional expense to the owner. Embankment, topsoil, and seeding construction adjacent to the sidewalks and curbs shall be in accordance with NJDOT standards and shall be included under the unit price bid for 'Site Restoration'. Construction shall be as outlined in Section 161 - Final Cleanup of the 2019 NJDOT Standard Specifications for Road and Bridge Construction.
