All bids shall be presented to the Borough of Point Pleasant by parties bidding or their agents previous to the time designated, or when called for by the Borough of Point Pleasant All bids shall be presented to the Borough of Point Pleasant by parties bidding or their agents previous to the time designated, or when called for by the Borough of Point Pleasant. Bids shall be made on the standard proposal form and be enclosed in a sealed envelope addressed to the Borough Clerk at the above address. The name and address for the bidder and the name of the item must be printed on the face of the envelope. One original, one (1) copy and a CD/Flashdrive of the bid proposal must be submitted. Bids will be rejected if not submitted within time, date and at place designated. In all cases, in which a bid is delivered by public or private mailing, or hand delivered, the following address and notation shall appear prominently on the front of the outside envelope. All Bidders assume the burden of correctly addressing the envelope. The guaranty accompanying the bid proposal shall be given in the amount of ten percent (10%) of the maximum delivered price, but not to exceed twenty thousand dollars ($20,000) and may be given at the option of the bidder by a certified check or a bid bond from a reputable insurance company licensed in the State of New Jersey. Bidders shall comply with the Affirmative Action Requirements of NJSA 10:5- 31 et seq. and N.J.A.C. 17:27 et seq. as amended from time to time. The Borough Council reserves the right to reject any and all bids for the above-listed contract in whole and/or in part which do not comply with the specification and/or the statutory requirements. The Borough Council reserves the right to waive informalities as the Borough may deem to be in its best interest. All Contract documents are to be submitted intact in accordance with bidder's checklist. All erasures, interpolations, and other physical changes in the bid form shall be signed or initialed by the bidder. Base Bid - The work shall consist of but not be limited to the following items: 1. Mobilization - Item shall include all costs associated with mobilization and demobilization during the course of the project shall be included in the lump sum bid item "MOBILIZATION". Provide Bonds, Insurance, and documentation as required as part of these Contract Documents. All costs for these efforts shall be as defined in the Contract Documents and included in the lump sum line item " MOBILIZATION" of the Bid Form. 2. Hydraulic Cleaning, 8" ACP - Perform high-pressure and high velocity hydraulic cleaning and descaling of the existing 8" ACP sewer main pipe in accordance with Specification Section 02760. Costs associated with this work shall be included in the linear foot price line item "Hydraulic Cleaning, 8" ACP of the bid form. 3. Heavy Cleaning, 8" ACP (If and Where Directed) - As directed by the Engineer, perform highpressure and high velocity heavy mechanical cleaning and descaling of the existing 12" ACP sewer main pipe in accordance with Specification Section 02760. Costs associated with this work shall be included in the linear foot price line item "Heavy Cleaning, 8" ACP of the bid form. 4. Televising of Sewers, 8" ACP - Perform CCTV inspection of the existing 8" ACP sanitary sewer main in accordance with Specification Section 02768. Costs associated with this work shall be included in the linear foot price line item "Televising of Sewers, 8" ACP" of the bid form. 5. Sewer Pipe Rehabilitation, 8" ACP - Perform Hot water cured-in-place pipe rehabilitation of 8" asbestos concrete sanitary sewer pipe. All cured-in-place pipe (CIPP) sewer rehabilitation work shall be performed in strict accordance with Technical Specification 02607. The Contractor shall determine the exact location of all joining pipes and laterals and perform all required pipe design and testing requirements. The CIPP shall consist of a hot water cured resin-impregnated flexible tube that extends continuously, is water-tight, and tight fitting. The lining system shall provide a full structural system capable of supporting all dead, live, and hydrostatic loads, and eliminate all groundwater infiltration. In addition, the liner shall be resistant to high hydrogen sulfide levels typical of a sanitary sewer corrosive environment. No separate payment will be made for the post-lining televised inspection of the sewer main. Costs associated with this work shall be included in the linear foot price line item "Sewer Pipe Rehabilitation, 8" ACP" of the bid form. 6. Spot Repair (If & Where Directed) - All grout repair shall be as directed by the Engineer. All sewer main spot repairs shall be compatible with the proposed lining system. All sewer main repair work shall be performed in strict accordance with Technical Specification 03650. Costs associated with this work shall be included in the unit price per gallon line item "Spot Repair (If & Where Directed)" of the bid form. 7. Traffic Control - item shall include general traffic control in accordance with Section 159 - Traffic Control of the 2019 NJDOT Standard Specifications for Road and Bridge Design and the NJDOT Supplementary Specifications included in this specification. Costs associated with this work shall be included in the lump sum price line item "Traffic Control" of the bid form. 8. Uniformed Traffic Directors - Item shall include an allowance budget of $5,000 for the use of Uniformed Police Officers for traffic direction during construction. The entire amount is to be posted with the Borough of Point Pleasant prior to mobilization. Any costs for uniformed traffic control will be taken from the amount posted. At the end of the project, a change order will be prepared, and any monies not used will be returned to the contractor. If the posted amount is expended, the contractor will be required to post additional monies in $1,000.00 increments until the project is over. All costs associated with "Uniformed Traffic Directors" and paid by the contractor will be directly reimbursed by the Borough of Point Pleasant. If the contractor schedules traffic directors and does not show up, the contractor shall be responsible for the cost of the "Uniformed Traffic Directors" ordered but not used. Costs associated with this work shall be included in the allowance allocated for the line item "Uniformed Traffic Directors" of the bid form. 9. Site Restoration - Clean and restore the site to original or better conditions, in accordance with Technical Specification Section 01710, and in accordance to the rules, regulations, and requirements of the property owner and governing body having jurisdiction. A pre-construction video of the site shall be made and provided to the Borough and Engineer before commencement of construction work in order to resolve any restoration conflicts. Costs associated with this work shall be included in the unit price line item "Site Restoration" of the bid form. Base Bid - The work included under this contract shall consist of furnishing all labor, materials, equipment, tools, and supervision required to complete the "Sunrise Avenue Sanitary Sewer Rehabilitation" Project for the Borough of Point Pleasant. In general, the work consists of the descaling, cleaning, inspection, repair, and rehabilitation of a section of the sewer system on Sunrise Avenue, in the Borough of Point Pleasant, New Jersey. 1.02 DESCRIPTION OF WORK - BASE BID Base Bid - The work shall consist of but not be limited to the following items: 1.
