Site work for a water / sewer project in Groveland, Massachusetts. Completed plans call for site work for a water / sewer project.

The Town of Groveland invites sealed bids on a General Contract for the removal of one (1) 6,000-gallon underground storage tank (UST), containing #2 fuel oil at the Bagnall Elementary School, 253 School Street Groveland, MA 01834 Bid security in the form of a bid bond, cash, certified check, or treasurer's or cashier's check payable to The Town of Groveland is required in the amount of five (5%) percent of the bid. The Town of Groveland reserves the right to reject any or all bids or take whatever action is in the best interest of the Town. SCOPE OF PROJECT The Contractor shall complete UST Closure Activities in accordance with Massachusetts Department of Environmental Protection, Underground Storage Tank (UST) Systems Regulations 310 CMR 80.43 (2)(a). Sample the contents of the UST and submit the sample to a state-certified laboratory for characterization as required by the receiving facility. Obtain all required permits, local and state. Obtain DigSafe clearance. Schedule excavation and removal of the UST with the Groveland Fire Department and environmental consultant for the UST removal, if Town of Groveland chooses to retain. Remove and properly dispose of the fuel oil from the UST, appurtenances, fuel lines, fill and vent pipes and provide documentation of disposal. Remove and properly dispose of tank sludge and provide documentation of disposal and copy of shipping manifests. Clean UST and make inert for transport for proper disposal of the UST. Remove and properly dispose the cleaned UST and provide documentation of disposal. Remove and dispose of monitoring system, if applicable. Breakup, remove and dispose of asphalt, brick and concrete in the area of the tank Excavate soil in the area of the tank and temporarily stockpile soil for backfill if not impacted by fuel oil. Provide the service of a Licensed Site Professional (LSP) to collect soil samples during and after excavation activities. If field screening of soil samples with a photoionization detector (PID) by Licensed Site Professional (LSP) detects total organic vapors (TOV) equal to or greater than 100 parts per million by volume (ppmv), the contractor will stockpile the contaminated soil under the direction of the Licensed Site Professional (LSP). If petroleum-impacted soil is encountered, that soil will be segregated into a separate stockpile for future disposal. Excavated contaminated soil will be stockpiled on, and under, 6-mil polyethylene sheeting. Based on the extent of excavation, reasonable efforts will be exercised to maintain the sites soil stabilization. Backfill the excavation to surface grade with clean fill.
