The issuance of this solicitation does not obligate the City to contract for expressed or implied services. The City of Waco will not reimburse proposers for any costs incurred during the preparation or submittal of responses to this solicitation not less than the general prevailing rate of per diem wages for work of a similar character performed within the geographical limits of the City; and not less than the general prevailing rate of per diem wages for legal holiday and overtime work Develop one or more landfill gas to energy (LFGTE) or other beneficial use project(s) utilizing landfill gas (LFG) from the City of Waco Landfill (MSW-948A) (Landfill). Proposals will be accepted for projects utilizing the LFG from the Landfill. The responses to the RFP are expected to include finance, design, permitting, construction, ownership, operation and management of LFG collection, handling, and/or processing equipment for conversion of the LFG to a revenue-generating product or products. Each submission must be accompanied by a certified check of the submitter, or a bid bond (PDF copy through Bonfire) executed by the submitter as principal and having as surety thereon a surety company approved by the City in the amount of 5% of the submission.
