The Department of Technology, Management and Budget (DTMB) on behalf of Michigan Department of Military and Veterans Affairs (DMVA), Michigan Army National Guard (MIARNG), is requesting professional architectural and engineering services to perform Phase 100 Professional Services at Fort Custer Training Center, Augusta, Michigan. The intent of this selection process is to contract with a qualified firm to provide ad-hoc professional services to perform facility-wide Short Circuit/Equipment Evaluation, Time Current Coordination Study, and Arc Flash Analysis Study services. Reference attached Statement of Work (SOW)/Technical Spec for full scope of work. This request is to provide a Phase 100 Study. Provide a complete PSC proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (DTMB-0427), DTMB Billable Rate Professional Services Contract and the DTMB Request for Proposal Billable Rate Form (DTMB-0430) and the DTMB, State Facilities Administration, Design & Construction (DCD) policies & procedures for complete Phase 100 design services to produce the deliverables detailed in the Scope of Work/Technical Specs. Contract Award: July 2024 All questions should be emailed to Josiah Meyers at meyersj11@michigan.gov address no later than 5:00 p.m., Eastern on Tuesday, July 2, 2024. This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DHHS, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply. A graphic bar chart schedule (in weeks) indicating the PSC's proposed timeline for services based on a proposed PSC contract start date of August 1, 2024. For scheduling purposes, assume fourteen (14) calendar days for Owner review of each review submittal. Professional services shall also include, but are not limited to: o Gathering and verifying all base information required for the proper design of the project. o Phase 100 Study that includes Short Circuit/Equipment Evaluation, Time Current Coordination Study, and Arc Flash Analysis Study as detailed in the SOW/Technical Spec. o Design review submittals at 50% and 90% of each design phase. o Cost estimates are required with the 90% submittal and final study. o Field data collection shall be performed to ensure accurate system modeling. PSC shall provide a licensed electrician to assist in data collection and to open all equipment for inspection as required. o Arc-Flash Labels: Print and apply arc-flash labels to equipment upon completion of the study, as detailed in the SOW/Technical Spec. The labels shall comply with NFPA 70E - 2018 compliant arcflash hazard warning labels. o Complete and submit a Fort Custer Access Request Form (attached) for all employees and subconsultants that will require access to Fort Custer Training Center. o Provide a proposed design schedule. Schedule shall be kept up to date through the project. o Provide hard-copy and electronic deliverables as detailed in the SOW/Technical Spec. o Sub-consultants, printing/reproduction, postage, and project travel (over 100 miles) are to be included as a reimbursable expense. The method of Contractor Selection has not been Determined at this time.
