Palm Beach County Department of Airports is soliciting Proposals ("Proposals") for Construction Management at Risk Services (CMAR), including pre-construction services, developing a Guaranteed Maximum Price ("GMP") and construction services for phased MEP & Security Improvements at Palm Beach International Airport ("PBI"), which are funded in whole or in part with federal and/or state grant funds. The firm(s) selected by the County will enter into a non-exclusive agreement with the Department of Airports and will be expected to satisfy the County's applicable Disadvantaged Business Enterprise (DBE) and Insurance Requirements. The DBE participation goal for this project is a minimum of 11%. Palm Beach County, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d-2000d-4) and applicable regulations, hereby notifies all proposers that it will affirmatively ensure that any contract entered into pursuant to the Request for Proposals, disadvantaged business enterprises will be afforded full opportunity to submit proposals and will not be discriminated against on the grounds of regard to race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration of an award. The selected Construction Management firm(s) will function as a General Contractor responsible for publicly bidding trade contracts, all scheduling and coordination of the project, and the successful, timely, and economical completion of the project. The selected Construction Manager ("CM") will provide preconstruction and construction services and will be responsible for constructing the facility pursuant to a contractual GMP. Specific phases by the Department of Airports ("Department") for the MEP & Security Improvements under this Contract include the following dependent on available funding: o PBI Elevator Modernization o PBI Switchgear Replacement Phase 2 o PBI Air Handler Replacement Phase 2 o PBI Access Control System The County intends to select Two (2) firms. The selected firms will be under Contract for a period of two (2) years, with three (3) renewal options of one (1 ) year each at the sole discretion of the County. Projects assigned under this program will be funded in whole or in part with federal funds. Firms submitting proposals must be familiar with the detailed federal requirements applicable to projects funded with federal grants that are described in detail in the Request for Proposals (RFP). Projects under this program may also be funded in whole or in part with State grants. The County will assign the phases to the selected CM firms at its sole discretion. No minimum project value is guaranteed. Responses will be evaluated based on the selection criteria set out in the RFP.
