IntroductionThis contract is being issued for Joint Technical Review Services to be conducted at two (2) sites, Waterloo Regional Courthouse (WRC) and the Elgin County Courthouse (ECC). These sites are operated and maintained by Fengate and AtkinsRéalis. Both the interior and exterior of the facilities and all facility, grounds and exterior furnishings are to be included in the scope. Refer to Schedule 3 - Scope & Deliverables and Schedule 4 - Building Systems and Components to be Assessed - for a detailed list of building assets to be evaluated as part of the Joint Technical Review. Sites Overview Waterloo Region Courthouse The WRC is a state-of-the-art courthouse located on 85 Frederick St, Kitchener, ON N2H 0A7. This new building consolidates the Superior Court of Justice and the Ontario Court of Justice into one building in downtown Kitchener, previously operating in three locations across the Waterloo Region. The seven-storey, 430,000 sq.ft. building is comprised of 30 courtrooms and has 100% emergency backup power and a fully integrated electronic security system, including a Multiple Accused High Security courtroom for high profile trials. The new facility is designed and built to meet the Canada Green Building Council's Leadership in Energy and Environmental Design (LEED) rating system and has achieved Gold certification for LEED. LEED buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources. The facility is targeting 5 LEED® EAc1 Optimize Energy Performance points. Equipment includes condensing boilers and heat recovery systems. Waterloo Region Courthouse has reached BOMA Gold status and maintains this status for the period 2022-2025. Elgin County Courthouse The ECC is a state-of-the-art courthouse located on 4 Wellington St, St. Thomas, ON N5R 2P2. The new courthouse was constructed on the site of the historic Elgin County Courthouse and Land Registry Office, which was extensively refurbished and incorporated into the new facility. The new multi-storey building consolidates within one modern facility two previous courts in St. Thomas: the Superior Court of Justice and the courts of the Ontario Court of Justice. The facility was designed and constructed and is now operated and maintained by the Integrated Team Solutions (ITS) consortium, comprised of: Developer: Fengate Capital Management, Design: NORR; Construction: EllisDon; Facilities Management (building maintenance, life-cycle repair and renewal): AtkinsRéalis. Construction commenced in July 2011, beginning with work on the heritage courthouse, and was completed March 2014. Elgin County Courthouse features: Eight courtrooms and three conference/settlement rooms Refurbished historic Elgin County Courthouse and former Land Registry Office The consolidated courthouse improves justice services in the community by increasing the number of available courtrooms and by providing improved public access and security. The courthouse design and construction achieved the Leadership in Energy and Environmental Design (LEED) Gold certification for LEED, for incorporating environmentally sustainable construction practices and energy efficient design. Elgin County Courthouse has reached BOMA Gold status and maintains this status for the period 2022-2025.
