Reference Number 0000273099 Question Acceptance Deadline 2024/07/18 03:00:00 PM EDT - Employee Background Checks Required - Insurance Required - License Required - Safety Standards Plan Nasittuq Corporation ("Nasittuq" or "Buyer") is the prime contractor for the North Warning System (NWS) maintenance services under Public Services and Procurement Canada (PSPC) Contract No. W8485- 157352/001/NX (the "Contract") administered by PSPC on behalf of the Canadian Department of National Defence (DND) North Warning System Office (NWSO). The NWS consists of ten (10) Long Range Radar (LRR) sites, thirty-six (36) Short Range Radar (SRR) sites, five (5) Logistics Support Sites (LSS) located in northern Canada, a NWS Control Centre (NWSCC), NWS Support Centre (NWSSC), and a Short Range Development (SRD) site located in North Bay, Ontario. The NWS Program is managed by Nasittuq's Contract Management Office (CMO) located in Ottawa, Ontario. Under this Contract, Nasittuq has care, custody, and control (CCC) over all facilities and equipment comprising the NWS program. Nasittuq, as the Contractor to the Government of Canada for the Operation and Maintenance of the NWS, is soliciting a proposal to address the need for re-tubing the volcano boiler at the FOX-M site. The FOX-M has one volcano boiler to provide supplementary heat to the site. Heat is primarily supplied to the site via a hydronic heating system, in which waste heat from each DEG engine is routed through its heat exchanger. The exhaust gases from the engine pass through an exhaust gas heat exchanger where heat is passed to the building heating loop. The engine coolant passes through a shell and tube exchanger where heat is passed to the building heating loop. The heated water is then pumped through the building trains to supply heat. Regular operation of the site always has one DEG running with the other four DEGs offline. The Volcano boiler which supplies supplemental heat at the site was installed at the same time as the DEG heat exchangers. The building-side heating loop has been in continuously deteriorating condition, leading to corrosion and sediment build-up within the heat exchanger tubes. Damage has led a number of tubes to be plugged, but deterioration has progressed to the point of replacement required. This Contractor Statement of Work (CSOW) details the requirements to be performed by the Seller and Buyer. This document outlines the planned scope of work for the project at Sanirajak (Hall Beach), NU maintenance of the Volcano boiler. Technical and other reference statutory or regulatory requirements for this project is provided in Appendix A. Detailed project requirements are in CSOW Section 5. Boiler Maintenance and Tube Replacement Bring oxygen sensing device to perform tests for the boiler. Prepare the volcano boiler for tube removal; includes depressurization and drainage. Implement isolation and lock-out tag-out procedures for the boiler. Remove insulation, piping, and end plates from the boiler. Extract old tubes and inspect the interior of the boiler for defects repair as required. Install new tubes in the boiler. Perform testing as per CSA B51 and ASME standards. Comply with Nunavut Boiler Inspectors' requirements. Clean, prime, and paint affected areas of the boiler. Complete reassembly of the boiler. Test the boiler for normal operation. Clean up work area and prepare waste material for retrograde. Prepare documentation for required deliverables.
