The Interior Renovations, Electrical work, lighting renovations, Mechanical work, Fire Protection, Entry control, Interior Armory, interior 2nd floor Protected room, Exterior Fencing and Access control. Also to include Options for CLIN 0002 to procure Mechanical work of interior Air Handler units and CLIN 0003 to procure a Generator. The Location for the project is B416 NAS Pax River, MD. To provide all labor, equipment, and material to perform the renovation of B416 for secure location. *** This Solicitation is reserved exclusively for the vendors of the $750M 8(a) MACC (Multiple Award Contract) Managed out of NAVFAC Washington*** Title: B416 Renovate for Security Relocation Location of the Work: NAS Patuxent River, MD. Description of the Work: DESIGN BUILD - BASE BID CLIN 0001- The project includes but is not limited to The Project scope is to Renovate building 416 to meet unique security requirements. The work includes but is not limited to, Interior Renovations, Electrical work, lighting renovations, Mechanical work, Fire Protection, Entry control, Interior Armory, interior 2nd floor Protected room, Exterior Fencing and Access control. Note that the building will be occupied during the work. The Contractor must provide phasing into 2 segments, one each for the east and west wings for the first floor and the second floor. The Contractor is to develop the detailed phasing plan for approval. Contractor is to provide heating or cooling in area not under construction during the work if the existing Heating or Cooling is out of service due to the construction. B416 Renovate for Security Relocation ACQR No.: 6039442 NAVFAC Washington PWD Pax River 3 Exterior Work shall only be conducted during 01 July - 14 December of any year due to adjacency of protected species that will be present outside of the provided work window. Project is still subject to proper Maryland Best Management. Practices for sediment erosion control and storm water management even though official MDE notification is not required. Selective Demolition work to include demolishing existing interior partitions and building components. Demolish the existing ceiling tiles, existing flooring, drywall, wall base, fasteners and tack, remove interior laboratory side drywall sheathing to expose all electrical, data communication, fire alarm and related internal wall utilities. Remove all internal wall utilities and components. Electrical demolition will include removing light fixtures, wiring feeders, disconnect junction box and conduit. Interior Renovation work to include entry control, interior armory, interior 2nd floor. Protected room. Interior renovation will also include new showers in the second floor. Male Locker Room. The plumbing system for second floor Male Locker Room consists of new fixtures, connecting new potable cold and hot water piping and equipment to the existing system, piping insulation, and connecting new sanitary waste and vent piping systems to the existing system. Stairs will be repaired and painted. Electrical work to include providing electrical connections, lighting and general purpose receptacles, dedicated circuits and connections, conductors and branch wiring, reuse of existing lighting system. Fire Protection work to include modifying the existing fire alarm and mass notification system and the suppression system so that it is capable of notifying building occupants and control any fire that may start inside the facility. Provide a hydrant within the fenced area that meets the requirements per UFC 3-600- 01. Provide modification to the existing wet automatic sprinkler protection system to provide complete coverage throughout the building. Site work to include exterior fencing. Cybersecurity control systems will be included into the project. Option 1- CLIN 0002- Mechanical work to include replacement of interior Air Handler units with two variable volume air handlers, modify the existing low-pressure ductwork downstream of the VAV boxes to accommodate the new space layout on the 1st and 2nd floors. Replace VAV boxes in zones where reuse is not possible. Make various direct digital control system repairs and programming changes. Option 2- CLIN 0003- Provide a 175KW, 208y/120V, 3 phase, 4 wire generator and 400 amp, 3P Automatic Transfer Switch to back up the entire Building including the Exterior. Provide all associated concrete pads and related components for a complete system. Generator must tie into the existing bldg. FACP. Estimated Budget Amount or Price Range: The Design Build amount is $2,162,245.00 Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the Government desires completion of construction within 360 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance). Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages - Construction, Liquidated Damages will be assessed in the amount of $490.00 for each calendar day of delay until the work is completed or accepted. Pre Proposal Inquiry (PPIs): Offeror's who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries must be made in writing and shall be submitted via email to Keetje Straub at keetje.f.straub.civ@us.navy.mil no later than 10 July 2024 at 2:00 pm (EST) hours with inquiries attached as a Excel document (no tables please) Attachment C. Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates.
