Provision of Engineering Services for Noise Study, Preliminary and Detailed Design, Contract Tender Preparation and Contract Administration for 2024 Noise Wall and Retaining Wall Replacement Program, in Halton Region (PR3252E & PR2662C) The purpose of this project is to deliver the Halton Region State of Good Repair (SOGR) Capital program, ensuring current levels-of-service on Regional Roads through the rehabilitation or replacement of assets. The SOGR Program has identified that Four (4) noise walls in the City of Burlington have reached the end of their useful life and/or pose a safety risk to residents, and need to be replaced. Further details are provided below in Section 2.2.1.1. In accordance with Region's standards, that maximum outdoor living area (OLA) levels shall not exceed 60 dB, and that the new noise wall installation reduces the noise by at least 5 dB relative to existing conditions. The SOGR Program also identified that five (5) retaining walls are not in compliance with current Building Codes. The existing retaining wall structures are sound and do not require replacement, however due to the grades difference, a railing system shall be installed on the wall to meet current building standards. Additional details are provided below in Section 2.2.1.2. The locations of the retaining and noise wall structures are noted in Appendix A. The structures have been inspected through mandated OSIM inspections in 2022, and the results are appended to this RFP in Appendix B. It shall be noted that the OSIM inspection reports are provided as a reference. The Consultant will be required to conduct a thorough field investigation and verification upon award.
