The City of Fresno (CITY) Capital Projects Department is requesting Statements of Qualifications (SOQ) from qualified Geotechnical Engineering firms to provide Geotechnical Engineering Services for the capital improvement projects at various locations within the City of Fresno. Funding for this project is through multiple sources including federal funding. The City of Fresno hereby notifies all consultants that the City has established a Disadvantaged Business Enterprise (DBE) Goal for these services. This contract has a DBE goal of Twenty-Two Percent (22%). All applicable forms must be completed and submitted to the City as part of the Consultant's SOQ. It is the responsibility of the Consultant to be familiar with the DBE Compliance Documents. Scope of Services Services will be on an on-call basis and will include but are not limited to geotechnical investigation and design services will be provided for a wide variety of City capital improvement projects including new site developments, renovation and/or remodel of existing facilities, roadways, bridges, utility alignments, trails, and other municipal infrastructure. The City will be utilizing a Standard City Consultant Agreement with no modification. The City will not entertain any modification of the agreement. The Capital Projects Department (CPD) is tasked with overseeing major capital projects funded by more than $1 billion in grants awarded to the City of Fresno. CPD serves City departments such as Public Works, Public Utilities, Police, Fire, and PARCS to deliver the departments' capital programs. CPD is actively managing hundreds of capital projects through the design, environmental, right-of-way, and construction phases for parks, public safety facilities, street infrastructure, active transportation, wastewater, and water systems. Contact Info Jordan Conrad Jordan.Conrad@fresno.gov Interviews of candidates - week of August 12, 2024 Notice to Proceed - November, 2024 The anticipated Contract shall be in effect for three (3) years from the date of the Notice to Proceed (Initial Term). The Contract may be extended, with the mutual consent of both parties, for two (2) year increments with price increases/decreases in accordance with the provisions set forth herein, all other terms and conditions specified herein remaining the same. If either the City or Consultant elects not to extend the Contract, or upon expiration of the final one year extension term, the Consultant shall aid the City in continuing, uninterruptedly, the requirements of the Contract, by continuing to perform on a temporary basis, when specifically requested to do so in writing by a Department Director or designee, for a specified term not to exceed twelve months. Such continuance shall be subject to price increases/decreases in accordance with the provisions set forth herein, and all other terms and conditions remaining the same as if the Contract had been extended for such a temporary period by an amendment hereto. Question Deadline 07/19/2024. All requests for information (RFI) and questions regarding this contract shall be submitted in writing via email to the Project Manager identified in this RFQ. There shall be NO phone calls to the City for additional information or clarification. All RFI's shall be submitted within five (5) business days from the submittal deadline. Failure to abide by this provision shall deem that Consultant non-responsive and the SOQ will not be considered. Responses to RFI's shall be addressed via issuance of an addendum, which will be emailed and posted electronically. The method of Contractor Selection has not been Determined at this time.
