ESTIMATED PROJECT BUDGET: $175,000.00 CCA are soliciting cost proposals on behalf of the 25th DAA / Napa Valley Expo, for the Road Repaving project at the 25th DAA / Napa Valley Expo. General information, plans and current site photographs are included in Appendices A, B, C, & D. The scope of work to include the following: SCOPE OF WORK: The project will consist of labor, equipment and materials to implement Road Repaving project at the 25th DAA / Napa Valley Expo (Fair) located at 575 3rd Street, Napa, CA 94559. The project scope of work includes the following: o Mill/Grind existing paving (1-7/8" to 2-3/4" nominal) over the full extent of the area to be paved (~20' x 650'). At the time of the job walk, the areas to be paved will be delineated. o Asphalt grinds to be moved to a Fair designated location on the Fairgrounds for re-use or be disposed of offsite at a license recycling or disposal site. All disposal manifests are to be provided to CCA. o Following milling, the full project area to be paved will be excavated and backfilled with fourteen and a half inches (14-1/2") of Class II AB, compact to a minimum of 95% or better. Aggregate base should comply with Caltrans Standard Specification (2022) Section 26-1.02B for Class 2 aggregate base 3/4-inch maximum placed in lifts of 8" loose thickness maximum. o Any roots or debris encountered in any excavation to be over excavated and removed. SS1 Tack Oil or similar to all exposed asphalt edges. o A commercial grade driveway geotextile fabric/cloth is to be placed over the full extent of the area to be paved. o Full area to be paved with a five inch (5") thick, 1/2 -inch Type A PG64-16, Hot Asphalt Mix conforming to CalTrans Standard Specification (2022) Section 39-2.02. Asphalt concrete should be placed and compacted in accordance with Caltrans Standard Specifications Section 39 and Caltrans Construction Manual; asphalt concrete should be compacted to between 92 and 96 percent of the theoretical maximum specific gravity and density (Rice gravity - ASTM D 2041) of the material. o Final grade to be the same as existing. o Install (3) 2" conduits underneath road at west end of roadway terminating in Christy boxes. Location to be provided by fair. o All features i.e., building ramps, power pedestals, utilities, signs, or light poles, are to be protected. Any utilities/features damaged by contractor are to be repaired by the contractor at no cost to the Fair or CCA. o Contractor will be required to install and maintain all and any erosion controls for the project. o The Contractor will be required to provide Daily Reports. The Daily Report to include, as a minimum, information on the following: manpower, weather conditions; extent of demolition and repaving (graphically); photographs, and any issues or damage, during the full construction periods. These reports are to be submitted to CCA on a weekly or shorter basis. The Bidder is required to be a State of California certified Small Business or Micro Business and to possess a qualified California Contractor's A or C12 License, that is active and in good standing at the time of the bid opening and remain so throughout the duration of Contract. All specialize skills, i.e., welding, specialized hardware, etc. to be conducted by personnel with applicable qualifications and license. A 10% Bid Bond or equal is required; the successful Bidder is required to furnish a 100% Performance Bond and a 100% Payment Bond, along with proof of insurance. Construction work to be completed by October 31, 2024, with all work scheduled around Fair events. If Contractor fails to complete the work within the contract time, liquidated damages of $200 a day may be accessed. RFC or questions are be submitted a minimum of 96 hours prior to the bid submittal time, RFCs submitted after this time may not get addressed.
