Reference Number 0000356474 The Otay Mesa East-Mesa de Otay II Port of Entry project is a joint effort between SANDAG and Caltrans, in collaboration with state and federal partners in the US and Mexico, to create a new state of the art Land Port of Entry for the region. This new Land Port of Entry ("POE") will be located in the Otay Mesa East area of San Diego, California at the southern terminus of California State Route 11 (see map below). The new POE will help accommodate increasing demands on border crossings, add capacity to decrease excessive wait times at regional POEs, and improve air quality and mobility in the binational region. This binational project calls for an innovative funding strategy focused on using toll revenues to assist in the financing of the construction for an opening day goal of late 2028. For its part, SANDAG is responsible for the development of the POE, the Commercial Vehicle Enforcement Facilities ("CVEF"), and the accompanying Intelligent Transportation Systems ("ITS"), collectively, the "Project" as more specifically described in the Major Elements section (below). Subject to SANDAG Board approval, SANDAG is seeking a CM/GC team that is committed to quality and has a proven track record in managing and constructing POE, CVEF, and ITS. The selected CM/GC team will bring a partnering approach to the Project while working with all stakeholders, bring innovative ideas and solutions when solving complex challenges, and ensure timely completion of construction activities in support of Project excellence. Upon Project delivery, the POE will be owned and operated by the Federal Government (General Services Administration and Customs and Border Protection), the CVEF will be owned by Caltrans and operated by California Highway Patrol, and the ITS will reside with SANDAG. Pending approval by the SANDAG Board, SANDAG plans to issue an RFQ to engage a qualified and experienced Construction Manager/General Contractor (CM/GC) team for the management and construction of Otay Mesa East Land Ports of Entry, Commercial Vehicle Enforcement Facilities, and Intelligent Transportation Systems.
