Site work and renovation of a mixed-use development in Pleasant Hill, Missouri. Completed plans call for the renovation of a playground / park / athletic field; and for site work for a playground / park / athletic field.
The City of Pleasant Hill is seeking qualifications through from contractors interested in being considered for providing Design Build Services on the city's park bond projects referred to as Project P1. Question Deadline 07/13/2024 If any person contemplating a response to this RFQ is in doubt regarding the true meaning of any part of this document, he or she may submit to Scott Vilas - Navigate Building Solutions, an email at scott@navigatebuildingsolutions.com requesting an interpretation or correction to the RFQ documents. With the approval of the General Obligation Bond, Series 2024, the City intends to complete improvements to the City's Park System. The City is accepting qualifications from qualified design-build contractors for park complex improvements including but not limited to the construction, supply, installation and/or renovation of the following: playgrounds, skateparks, shelters, irrigation, landscaping, pickleball courts, baseball/softball/football field construction, backstops, dugouts, LED sports lighting, restroom and shower house construction. The City of Pleasant Hill, Missouri is a special charter city located southeast of the Kansas City metropolitan area. The City's population is 8,777 according to the 2020 census. The City's budget for this project, including the add alternate of the City Lake project is $10,931,616. The selected contractor will provide a complete project from design through construction and owner acceptance of the completed project. The City has included components of the project that are required as well as some optional components for the project. These components are not an exhaustive list and the City intends for the Contractor to use their knowledge and experience to propose additional options that can improve both the recreation experience for the users as well as the experience for the spectators. Contractor proposals should provide for longevity of the useful life of the projects and the need for minimal post construction maintenance. The city previously worked with an architecture design team to put together conceptual plans and projected costs that were used to assist with the development of what is known as Project P for voter consideration. Those conceptual drawings are included as Exhibit A. These plans will serve as a guide for items to be included -- additional features can be added in consultation with the City and additional stakeholder input will be utilized during the final design phase. The project will need to include, but is not limited to: A. Renovations and new field construction at the City's Recreation Complex (1524 Broadway St) a. Stormwater study, and if needed, stormwater retention b. Construction of a minimum of two (2) additional 14U baseball/softball fields c. Construction of a two (2) football/soccer (mix use) fields d. Renovation of existing south baseball field e. Installation of pickleball/mixed use sports court f. Update/Renovation of the concession and restroom facility g. A.D.A compliance h. Athletic field light study and installation of new lighting i. Demolition and/or relocation of existing components, as needed, to complete the project j. Completed A.D.A parking lot, landscaping, and signage B. Complete Renovation to the City Park (Harper Street/N Randolph Street) a. Stormwater study, and if needed, stormwater retention b. All new inclusive playground equipment and play features c. Construction of new shelter/pavilion and restroom facilities d. Water play feature e. Replace existing tennis court/pickleball surface i. Install new lighting and fencing f. Walking path g. Completed A.D.A parking lot, landscaping, and signage C. Add Alternate ** City Lake - 16100 S Lake Rd a. New playground equipment and inclusive natural play b. Pavilion c. Restroom / Bathhouse facility with storm shelter August 19, 2024 - Notice to Proceed on Recreation Complex August 19, 2024 - Notice to Proceed on City Park Spring 2025 - Project Completion - Phase 1 Winter 2025 - Project Completion - Phase 2 Any response received after the specified date and time will be rejected and returned unopened. Responses may not be modified or withdrawn after the submission deadline. However, a respondent may withdraw one's proposal from the selection process at any time prior to the submission deadline. The City reserves the right to extend the time for submittals. Additional promotional materials/brochures may be included in addition to the proposal but may not be a substitute for any of the content requirements of the response itself. Interpretation of Scope, Specifications, or Other Documents Prior to Response If any person contemplating a response to this RFQ is in doubt regarding the true meaning of any part of this document, he or she may submit to Scott Vilas - Navigate Building Solutions, an email at scott@navigatebuildingsolutions.com requesting an interpretation or correction to the RFQ documents not later than July 13, 2024. Any interpretation or correction to the RFQ documents will be made by the City by addendum and will be posted on the City's website as an addendum, not less than seven (7) days prior to the response deadline.
