Renovation of a fire / police facility in Pleasant Hill, Missouri. Conceptual plans call for the renovation of a fire / police facility.

The City of Pleasant Hill, Missouri will accept statements of qualifications from qualified firms interested in providing architectural and engineering services for renovations to the City Police Station. All questions and clarifications should be addressed in writing to Scott Villas, Owner Representative, scott@navigatebuildingsolutions.com by 12:00 noon, September 24, 2024 Statement of Intent With the approval of the General Obligation Bond, Series 2024, the City intends to complete improvements to the existing Police Station. The total program value of work associated with this project is $1,500,000. Background The Firm will work with a team of City staff on the project and the City's Owner Representative, NAVIGATE Building Solutions (herein after NAVIGATE). The project vision includes: 1. Interior renovations (training room, booking area, fitness room, and dispatch area), 2. Site improvements to mitigate- water intrusion and to add an ADA accessible entry ramp 3. Building wide security improvements (card access and cameras) The design will commence immediately and advance on a fast-track project basis to allow for bidding of the project within 7 months of a notice to proceed. The selected firm may be required to support the direct procurement of long lead items identified by the Owner's Representative. Any such items (if any) will be directly procured by the City via Cooperative Purchasing Agreements and utilizing performance criteria developed by the Firm selected. All construction is then required to be completed by March, 2026. Scope of Services It is anticipated that the selected firm will bring forth a team of consultants to ensure the comprehensive design of all aspects of both projects including but not limited to the following: General: Programreviewandcomment Existing conditions surveys All Design services required to generate Construction Bid Documents- All Disciplines (Architecture, Interior Design, Mechanical, Electrical, Plumbing, Civil, Structural Engineering, Security/Low Voltage consultant) Geotechnical (if required) Budgetandschedule review with NAVIGATE Building Solutions Commissioning FireAlarm(as required, No City Vendor involved) FireProtection Engineering (Sprinkler Delegated Design if required, No City Vendor is involved) LowVoltageDesign a. Audio Visual Systems b. Telecom, Data Backbone, WAP modifications- Coordination with City Vendor c. Security Design including card access and monitoring systems. The current building has keypad door access and cameras that are connected by COAX cabling. All cameras, door access card readers and prisoner transfer switches (at the booking area) will be new and wired back to dispatch for monitoring, recording and interface. Note the City does not work with a security vendor. All systems are to be turnkey, designed by the selected firm and included in the bid documents for purchase and installation. Furniture: Furniture Space Planning, Coordination of Colors/Finishes/Fabrics, Procurement assistance/coordination with the Owner for purchase through Cooperative. Preliminary estimates by Architect for budgeting. KitchenEquipment Design for a possible Catering Kitchen Station PublicAgency Interface: All pre-planning required for AHJ Approvals and permitting MEPFP,AV,Security System estimating by Engineer of Record. CodeAnalysis: Overall building and life safety code reviews to be conducted by all disciplines. All meetings with Authorities Having Jurisdiction (AHJ's) to confirm code interpretations and design assumptions and to pre-plan for permitting. Presentations to the City Council: One Presentation/Update per Design Phase Typical Construction Phase Administration Atthecompletion of the project, incorporate all project change directives (proposal requests, ASIs, CCDs) into the electronic project drawings and provide a final set to the Owner in both pdf and CADformat Thisproject includes a remodeling of a 2 PSAP Dispatch Center including the incorporation of two recently purchased used consoles, new flooring, ceilings and tile. The selected firm will be required to provide the technical consultation required for this move including the design of all console updates, cabling, CAD, software, rack modifications and the planning and scheduling of all transfer activities. Thisproject includes the engineering required to determine the cause and solution for the ongoing water intrusion that is taking place at the existing Police Station basement. Thoughtherenovation is not anticipated to trigger Fire Protection and/or building wide ADA conformance modifications, confirmation of these assumptions shall be made by the firm selected. Regardless of outcome, the anticipated SOW includes the addition of a front entry ADA accessible ramp and potential bathroom upgrades. Any survey and/or geotechnical data required for this ramp work shall be provided by the firm selected
