Design & installation of new HVAC units at 16 school sites The Contractor's scope of work will include replacement of HVAC units at the Sites listed in table above with new high efficiency systems provided by District. The table includes an estimate of the quantity of HVAC systems that are 20 years or older at each site and targeted for replacement by the District. The District intends to authorize the Contractor to replace the units in accordance with the design and installation steps described below and within the available local, state and federal funding for the HVAC replacements. The District does not expect to have the funding to replace all targeted HVAC units and will prioritize the unit replacements based on condition of the existing systems and funding constraints. The District will pre-purchase the HVAC units, including airside economizers. The District will provide the Contractor with the technical specifications of the selected units for each Site in advance of the Contractor providing pricing for that Site. The District is also under an agreement with L&H Airco to provide and install building automation system (BAS) controls for each replaced HVAC unit, including scheduling, room temperature and humidity control, demand-controlled ventilation and economizer controls. The Governing Board (the "Board") of the Porterville Unified School District (the "District" or "Owner") is seeking proposals from qualified providers of construction services ("Contractors") for the design and installation of a high efficiency heating, ventilation and air conditioning (HVAC) units replacing similarly configured less efficient HVAC units that are typically 20 years or older. The new HVAC units, procured directly by the District, will be installed at an estimated sixteen (16) sites (each referred to singularly as a "Site" and collectively as the "Sites") for purposes of energy efficiency and energy conservation (collectively, the "Project") within the District. This Request for Proposals ("RFP") describes the Project, scope of Project, selection process, and the information that must be included in the proposal. Individuals or entities responding to this RFP are referred to herein as "Respondents." The Respondent to which the District elects to award a contract for the Project (if the District elects to make such contract award) is referred to herein as the "Contractor." Contracts will be awarded by the Board under the provisions of California Government Code sections 4217.10-4217.18, which requires that program savings pay for the cost of improvements, and 2 CFR sections 200.317-200.327. In accordance with the relevant provisions of the Code of Federal Regulations, Contractors must: Take all necessary affirmative steps to assure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible (See 2 CFR 200.321). Provide domestic preferences for procurements to the greatest extent practicable, as appropriate and to the extent consistent with law (See 2 CFR 200.322) and the Build America, Buy America guidelines. The successful Contractor shall be prepared to attend and participate in the District's Governing Board meeting and public hearing related to Government Code 4217.10, et seq. and meet all requirements applicable under 2 CFR Part 200.
